Upaya Pemerintah Kota Yogyakarta dalam mengatur kotanya dilakukan dengan berbagai macam cara, salah satunya membuat sebuah kebijakan publik berupa relokasi. Pemerintah Kota Yogyakarta mempunyai pemahaman dengan cara merelokasi sebuah tempat umum menjadi terobosan baru bagi wajah Kota Yogyakarta agar tampak lebih rapi dan nyaman. Upaya tersebut berupa merelokasi sebuah Pasar Ngasem ke daerah Dongkelan Kota Yogyakarta, cara itu yang digunakan Pemerintah Kota Yogyakarta dalam memajukan kotanya. Dalam kebijakan publik berupa relokasi Pasar Ngasem ini banyak aktor yang terlibat didalamnya seperti Pemerintah Kota Yogyakarta, Kraton Yogyakarta, Pedagang Pasar Ngasem, tukang parkir, serta masyarakat Dongkelan, dengan banyaknya aktor yang terlibat dalam relokasi memunculkan banyak kepentingan, gagasan maupun ide didalamnya. Banyaknya gagasan maupun ide yang muncul ditiap masing – masing aktor tidak sama semua, dalam artian masing - masing aktor yang terlibat mempunyai gagasan yang berbeda beda. Dengan perbedaan tersebut Kraton meminjamkan tempat berupa Sasono Hinggil untuk bermusyawarah maupun menemukan solusi terbaik dalam relokasi Pasar Ngasem ini. Hal tersebut membuat banyak aktor mengerti maksud dan tujuan dilakukan relokasi Pasar Ngasem. Dengan adanya sebuah kebijakan tentang relokasi Pasar Ngasem ada cara yang dilakukan Pemerintah Kota Yogyakarta untuk menghindari mau pun meminimalisir sebuah konflik yang muncul. Dengan cara membuat forum maupun musyawarah yang dibantu oleh pihak Kraton relokasi Pasar Ngasem tetap berjalan lancar dan tidak ada salah satu pihak maupun aktor yang merasa di rugikan dengan relokasi Pasar Ngasem Yogyakarta.

The effort from Government of Yogyakarta to organize the city was done in various ways, one of the regulations in public policy is to make relocating program. The Government of Yogyakarta has an understanding with the way they relocating a public area into the new face of Yogyakarta and to make it more presentable and comfortable. The effort is to relocating the Ngasem Market into some place in Yogyakarta called Dongkelan, this is the way from The Government to make Yogyakarta more modernize. In relocation of Ngasem Market there are many actors that involved, like the Government of Yogyakarta, Yogyakarta Palace, the trader in Ngasem Market, the valet services, and many communities from Dongkelan; with the many actors that involved this might bring many ideas to the relocation program. And with so many different ideas from the actors that involved, this will makes the policy more complicated. That’s why The Yogyakarta Palace brings all the actors into Sasono Hinggil for the discussion to find the best solution in relocating Ngasem Market. And in the end of discussion, the various actors get the meaning and purpose why Ngasem Market must relocate. With the policy that relocating Ngasem Market there are ways from The Government of Yogyakarta to avoid and to minimize the conflict between the actors. The solution from The Government is by creating forum for discussion that assisted by The Yogyakarta Palace to makes the relocation program can continues smoothly and no one from the actors feels disadvantaged by the relocation program.
