PERANCANGAN MODEL KELOLA INFORMASI MANAJEMEN HUTAN RAKYAT UNTUK MENDUKUNG KEGIATAN REHABILITASI HUTAN DAN LAHAN DI KABUPATEN JOMBANG

Penelitian ini bertujuan untuk mengidentifikasi permasalahanpermasalahan dalam sistem informasi manajemen hutan rakyat untuk mendukung kegiatan rehabilitasi hutan dan lahan, membuat model data logika yang diperlukan dalam pengembangan sistem informasi manajemen hutan rakyat, dan memformulasikan strategi penerapan model sistem informasi manajemen hutan rakyat di Kabupaten Jombang. Perancangan model kelola informasi manajemen hutan rakyat menggunakan pendekatan konstruktivis dengan metode perancangan menggunakan model ontologis Bunge-Wand-Weber. Model ini selanjutnya disebut SIM_HR. Model kelola informasi mencakup subsistem meliputi: monitoring dinamika, perencanaan rehabilitasi hutan dan lahan, pelaksanaan rehabilitasi hutan dan lahan, dan pemanfaatan hasil hutan. Model ini diterapkan untuk melakukan analisis kesenjangan dalam kelola informasi manajemen hutan rakyat, sehingga diperoleh hasil identifikasi permasalahan meliputi: ketidakcukupan informasi kelembagaan, ketidakcukupan informasi inventarisasi sumber daya hutan, ketidakcukupan informasi pemanfaatan hasil hutan, ketidakcukupan informasi pelaksanaan rehabilitasi hutan dan lahan, serta ketidakcukupan informasi perencanaan rehabilitasi hutan dan lahan. Berdasarkan analisis struktur permasalahan, diperoleh strategi penerapan model kelola informasi yang meliputi kegiatan: peningkatan peran desa dalam kelola informasi hutan rakyat, peningkatan peran penyuluh kehutanan lapangan dalam survei dan pelaporan kelola informasi hutan rakyat, dan penyediaan instrumen dan metode monitoring dinamika.

This study aims to identify problems in the community forest management information systems of land and forest rehabilitation, making management models required information in the development of community forest management, and formulate strategies for the application in the data model community forest management in Jombang regency. Designing a model of the community forest management information used constructivist approach within ontological model Bunge-Wand-Weber for designing method. Hereafter the model referred to SIM_HR model. Model of information management includes subsystems which are: monitoring the dynamics, planning of land and forest rehabilitation, implementation of land and forest rehabilitation, and utilization of forest products. This model applied for gap analysis of community forest management information, identified problems include: the inadequacy of institutional information, the inadequacy of inventory of forest resources, inadequacy of the utilization of forest products, the inadequacy of planning of land and forest rehabilitation. Based on the analysis of problems, obtained by application of the model management strategy which includes information: increasing the role of the village in the community forest management system, increasing the role of Forest Extension Officer in the survey and reporting community forest information system and the provision of instrument and method of dynamics monitoring.
