KESIAPAN PEMERINTAH KABUPATEN KULON PROGO DALAM MEMANFAATKAN PELUANG RELOKASI BANDARA BARU TERUTAMA UNTUK MENINGKATKAN KESEJAHTERAAN MASYARAKAT

Penelitian ini meneliti tentang kesiapan Pemerintah Kabupaten Kulon Progo dalam memanfaatkan peluang yang muncul terkait dengan pembangunan bandara baru Yogyakarta di Kulon Progo, terutama untuk meningkatkan kesejahteraan masyarakat. Kesiapan ini dilihat dari aspek regulasi, aspek lahan, aspek aktor dan juga daya dukung masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui kesiapan Pemerintah Kabupaten Kulon Progo dalam memanfaatkan peluang pembangunan bandara baru terutama untuk meningkatkan kesejahteraan masyarakat. Penelitian ini menggunakan pendekatan kualitatif, dimana dalam penelitiannya menggunakan teknik wawancara dengan metode analisis data kualitatif-verifikatif dimana peneliti mengutamakan pengumpulan data sebanyak-banyaknya tanpa mengesampingkan peran teori. Penelitian didasarkan pada data primer berupa wawancara dan data sekunder berupa dokumen pemerintahan terkait. Hasil penelitian ini menunjukkan bahwa dalam aspek regulasi Pemerintah Kabupaten Kulon Progo sudah dapat dikatakan siap dan untuk aspek lahan saat ini masih belum terdapat proses pembebasan lahan sehingga masih terdapat kendala. Namun dari segi aktor, baik Pemerintah Kabupaten Kulon Progo, Provinsi DIY maupun PT. Angkasa Pura I sudah siap untuk menyambut megaproyek tersebut. Sedangkan dari aspek daya dukung masyarakatnya, walaupun belum memiliki suara bulat, namun sebagian besar masyarakat mendukung adanya pembangunan bandara.

This research discusses about the readiness of Kulon Progo regency government in utilizing the opportunity of new Yogyakarta airport construction in Kulon Progo, especially to improve the society’s welfare. This readiness can be seen from the regulation aspect, land aspect, actor aspect and society’s support capability aspect. The aim of this research is identifying the readiness of Kulon Progo regency government in utilizing the opportunity of new Yogyakarta airport construction, especially to improve the society’s welfare. This research uses qualitative approach, which the data collecting technique is interview technique. Then, the data analysis technique of this research is qualitativeverificative where the researcher emphasized the data collection as much as possible without neglecting the role of the theories. This research is based on the primer data in the form of interview and the secondary data in the form of the government’s document. The result of this research shows that, in the regulation aspect, the Kulon Progo Regency Government has been ready. Then, in the land aspect, the land acquisition has not been processed yet so that there are still some barriers. However, if it is seen from the actors aspect, the Kulon Progo regency government, the DIY province government, and PT Angkasa Pura I have been ready to deal with this mega-project. Meanwhile, from the society’s support capability, the majority of the society support the planning of the airport construction although some of them still argue.
