Peran Pemerintah dalam Mendorong Perkembangan Usaha Mikro Kecil dan Menengah (UMKM): Kasus Usaha Mikro Kecil dan Menengah (UMKM) Mebel di Kabupaten Pati

Pemerintah memiliki peran penting terhadap perkembangan UMKM, Kabupaten Pati memiliki banyak UMKM potensial dan terus mengalami perkembangan, salah satunya UMKM mebel. Terus mengalami perkembangan dalam lima tahun terakhir, terutama terkait jumlah. Pada tahun 2010 ada 142 UMKM mebel, kemudian di akhir tahun 2013 meningkat menjadi 184 UMKM mebel. hal ini tentu dipengaruhi oleh adanya peran pemerintah. Tetapi peran tersebut tidak terlihat, sehingga perlu adaanya penelitian untuk menjawab hal ini. Penelitian ini dilakukan di lingkungan dinas Koperasi dan UMKM, para pemilik UMKM mebel, yang kemudian bertambah dengan dinas Perdagangan dan Perindustrian serta lembaga terkait. Menggunakan metode kualitatif untuk mendiskripsikan dan menggali secara mendalam peran pemerintah dalam perkembangan UMKM mebel. Penentuan informan dengan teknik purposive sampling dan snowball sampling, dengan kriteria lokasi usaha dan skala usaha. Sumber data diperoleh dari data primer yaitu wawancara dan observasi, dan olah data sekunder yaitu dokumentasi, catatan-catatan, dan arsip. Kemudian data tersebut diolah menggunakan tiga komponen tersebut yaitu: reduksi data, sajian data, penarikan kesimpulan disesuikan dengan indokator peran pemerintah.. Setelah mengolah dan menganalis data yang diperoleh dapat ditarik kesimpulan bahwa pemerintah memiliki peran dalam perkembangan UMKM mebel. Melalui penyedian infrastruktur fisik (penyediaan bahan baku, promosi, membangun jaringan/kemitraan) dan ekonomi, pelatihan dan bantuan peralatan, perlindungan usaha serta akses permodalan. Peran ini dilaksankan oleh dinas Koperasi dan UMKM serta dinas Perdagangan dan Perindustrian, dimana peran tersebut berdampak pada peningkatan omset, aset, jumlah tenaga kerja dan jumlah UMKM mebel yang terus bertambah. Selain itu banyak temuan-temuan di lapangan yang dapat digunakan sebagai acuan untuk memperbaiki peran pemerintah dalam perkembangan UMKM di kabupaten Pati.

After processing and analyzing the data obtained it can be concluded that the government has a role in the development of SMEs furniture. Through the provision of physical infrastructure (supply of raw materials, promotion, networking / partnerships) and economic, training and equipment help, business protection and access to capital. These roles are conducted by the department of Cooperatives and SMEs as well as the offices of Trade and Industry, where the role of an impact on the increase in turnover, assets, employment and number of SMEs growing furniture. In addition, many of the findings in the field that can be used as a reference to improve the government's role in the development of SMEs in Pati regency.
