Analisis lingkungan internal dan eksternal untuk perencanaan strategik Balai POM Kupang

2001 | Tesis | S2 FarmasiLatar belakang penelitian ini adalah Balai POM Kupang belum memiliki perencanaan strategik sehingga belum menunjukkan kinerja yang optimal.Tuj uan penelitian ini adalah untuk memperoleh rumusan rencana strategik Balai POM Kupang berdasarkan atas hasil analisis faktor lingkungan internal dan eksternal. Metode wnelitian dilakukan dengan cam mengurnpulkan data primer dan sekunder, data primer diperoleh melalui wawancara mendalam, hasii pengisian kuesioner, observasi dan melakukan fotografi. Data sekunder diperofeh dengan penelusuran laporan tahunan, triwulan dan bulanan serta dokumen lainnya. Faktor internal dianalisis dengan konsep rantai nilai dan faktor eksternal dengan menganalisis lingkungan jauh, lingkungan dekat, lingkungan perusahaan dan lingkungan operasional dan selanjutnya dilakukan analisis SWOT. Faktor internal diketahui dengan menganalisis sumber daya manusia, manajemen urnum, prasarana fisik, perlengkapan, keuangan, pola kegiatan, dan bangman fisik. Hasil ~enelitianm enunjukkan beberapa kekuatan, kelemahan, peluang dan ancaman. Perencanaan strategik Balai POM Kupang dirumuskan berdasarkan Balai POM sebagai lembaga birokrasi dan regulator di wilayahnya dan strategi yang dibuat berdasdrkan strategi dasar dan strategi bgsional. Strategi dasar dibuat berdasarkan pemahaman dan penerapan tata pemerintahan yang baik khususnya manajemen pelayanan kesehatan. Strategi fungsional ditekankan pada bidang sumber daya manusia, peralatan, kegktan, keuangan dan sistem infomasi manajdmen.
Background : Balai POM Kupang was haven’t the strategic planning and then was not showing the optimal performance. The aim of this study is to find formula for strategic planning for BPOM Kupang, based on the result of analysis of internal and external factors. Methode : This study was done by collecting primary and secondary data, the primary data were collected though indepth interview, observation, check list, questionnaire and photography. The secondary data were obtained by searching annual, quartely and monthly reports as well as other documents. After knowing internal factors by using the value chain concept and the external factor by analysis far, near, firm and operational environments then SWOT Analysis was done. Internal factors were studied bv analyzing human resources, general management, tooling and equipmenting, financials, operation and units building. Result : Internal and external environments analysis resulted of BPOM Kupang showing the presence of strengths, weaknesses, opportunities and threats. The BPOM Kupang planning strategy was based on BPOM available as bureaucratic institution and represents regulator in district so its strategy is based on origmal strategy and functional strategy. Based strategy is understanding and doing good governance concepts and must have new skills in management area especially health service management. Functional strategy covered strategy in area human resources management, tooling and equipmenting, operatimal, financial and management information system.
