The Evaluation of strategic planning process for preparing the conversion to public corporate at Sardjito hospital

Memasuki milenium ketiga, Kebijakan Otonomi/Desentralisasi merupakan isu utama di Indonesia, sedangkan perkembangan perekonomian dunia secara praktis mendorong perekonomian Indonesia menjadi lebih berorientasi pasar. Kenyataan lain, kemampuan pemerintah untuk membiayai pelayanan kesehatan menurun. Karenanya, pemerintah pusat mendelegasikan kewenangan kepada rumahsakit untuk mengurangi beban keuangan anggaran pemerintah pusat dengan adanya penetapan status perjan bagi RS Pemerintah Pusat. (Kepres No. 40 tahun 2001). Status pejan memberikan lebih besar kewenangan finansial. Sebagai badan usaha pejan akan dikelola seperti “private hospital” dan berkompetensi langsung dengan “private hospital”. RS Sardjito salah satu RS pemerintah pusat, saat ini sudah ditetapkan menjadi perjan. Untuk memasuki kompetisi, RS Sardjito harus mempersiapkan “competitive power - competitive perormance ” dan salah satunya dengan mengembangkan rencana strategislstrategic plan. Namun penyusunannya harus dilakukan dalam waktu yang singkat. Tujuan dari penelitian ini untuk mengetahui rencana strategis di instalasi-instalasi RS Sardjito menggunakan Duncan Stntegic Plan Model, proses penpsunan strntegicplan dan hambatdkendala yang muncul selama proses itu. Penelitian ini meruapkan penelitian kualitatif eksploratif. Data sekunder dikumpulkan menggunakan checklisr dan data primer diperoleh lewat waivancara langsung. Data diolah secara kualitatif, hasilnya ditampilkan menggunakan tabel, prosentase dan mengunakan naratif-deskriptif. Data dideskriptilkan secara aktual dan diinterprestasikan secara obyektif dengan memberikan saran perbaikan yang perlu di mas8 mendatang. Hasil penelitian menunjukkan bah1i.a isi strategic plan dan proses penqusumannya belum memadai. Terdapat juga masakah dalam. proses peralihan menjadi perjan yaitu masalah teknikal, produk, strategi, struktural, sistem, shared value (kultur), skill. style, dan stafing problems yang mempengaruhi persiapan menjadi perjan.

Entering the third millennium, Indonesia has Autonomy Polic!. as the central issue, meanwhile recent development practically pushes the Indonesian economy toward a more market-oriented system. It is noted that the government's capability to finance the health service decreases. Therefore, central government delegates the authority to hospital to reduce financial burden of the central budget by stipulation of perjaiz (public corporate) legal status for central governmen1 hospitals (Presidential Decree No. 40 2001).The perjun legal status will give central government hospital more autonomy in financial matter, and as a legal entity perjnn \\ill lead public hospitals to be managed more like private hospitals and push the hospital to run in the private hospital track. Sardjto Hospital - one of the central government hospital- now has become a perjun hospital. To enter the competition, this hospital has to prepare its competitive power, its competiti\.e perl'ormance and one of them is through developing strategic plan but the preparation is executed only in a short time. The purpose of the study is to esamine the appropriateness of the strategic planning process in the installation of Sardjito Hospital through evaluation of the strategic plan document conleiit using the Duncan Strategic Plan Model, the process of developing the plan and obstacles that occur during the process.
