ANALISIS POTENSI EKONOMI PROVINSI RIAU

Penelitian ini bertujuan untuk: 1) menganalisis kontribusi sektoral perekonomian Provinsi Riau dilihat dari kontribusi output, permintaan antara, permintaan akhir dan Nilai Tambah Bruto; 2) menganalisis sektor kunci dalam perekonomian Provinsi Riau berdasarkan: a) analisis angka pengganda peningkatan output, pendapatan rumah tangga dan tenaga kerja; b) analisis keterkaitan antarsektor dengan Rasmussen/Hirschman Method, Pure Linkage Methoddan Dietzenbacher Method; c) analisis kontribusi sektoral perekonomian, analisis angka pengganda dan analisis keterkaitan antarsektor. Analisis ini menggunakan pendekatan Input Output, yaitu dengan mengagregasi Tabel Input Output Provinsi Riau tahun 2010 ke dalam matriks 25x25 sektor. Sektor kunci (key sector) perekonomian yang diidentifikasi menggunakan analisis angka pengganda (multiplier analysis) menggunakan Model Input Output terbuka dan Model Input Output tertutup. Sementara, sektor kunci perekonomian yang diidentifikasi menggunakan analisis keterkaitan antarsektor (linkage analysis) dihitung dengan mengkombinasikan tiga metoda analisis keterkaitan antarsektor, yaitu menggunakan Rasmussen/Hirschman Method, Pure Linkage Methoddan Dietzenbacher Method. Berdasarkan penelitian hasil dari analisis kontribusi sektoral perekonomian Provinsi Riau tahun 2010 dilihat dari permintaan antara, permintaan akhir dan Nilai Tambah Bruto diketahui bahwa perekonomian Provinsi Riau didominasi oleh sektor Penambangan Migas dan sektor Industri Makanan, Minuman dan Tembakau. Sementara, berdasarkan analisis sektor kunci perekonomian Provinsi Riau tahun 2010, diidentifikasi sektor-sektor kunci utama yang antara lain adalah sektor Industri Makanan, Minuman dan Tembakau, sektor Tanaman Pangan, sektor Peternakan, sektor Industri Pulp, Kertas dan Percetakan serta sektor Kelapa Sawit. Sektor-sektor kunci ini layak untuk dikembangkan oleh Pemerintah Provinsi Riau karena selain diidentifikasi sebagai sektor kunci perekonomian Provinsi Riau tahun 2010 oleh tiga metoda analisis keterkaitan antarsektor, sektor-sektor kunci tersebut juga memberikan kontribusi sektoral dan nilai angka pengganda tertinggi.

This research aims to: 1) analyze the sectoral contribution in the economy of Riau Province based on its output contribution, intermediate demand, final demand and Gross Value Added; 2) analyze the key sector in the economy of Riau Province based on: a) the increase in multiplier analysis of its output, household income and employment; b) intersectoral linkage analysis using Rasmussen/Hirschman Method, Pure Linkage Method and Dietzenbacher Method; c) economic sectoral contribution Analysis, multiplier analysis and intersectoral linkages analysis. This study uses Input Output approach, which is to aggregate Input Output Table of Riau Province 2010 into a 25x25 sector matrix. Key sectors were identified using multiplier analysis using open Input Output Model and and closed Input Output Model. Meanwhile, the key sectors were identified using intersectoral linkage analysis that were calculatedby combining three methods of intersectoral analysis, Rasmussen/Hirschman Method,Pure Linkage Method and Dietzenbacher Method. Results of the study show that the sectoral contribution analysis of Riau Province economy in 2010 based on the output contribution, intermediate demand, final demand and Gross Value Added found that the Riau Province economy is dominated by the Oil and Gas Mining sector and Food, Beverages and Tobacco Industry sector. Meanwhile, based on the key sectors analysis of the Riau Province economy in 2010, the key sectors identified were Food, Beverages and Tobacco Industry sector, Food Crops sector, Livestock sector, Pulp, Paper and printing Industry sector and Palm Oil sector. Key sectors are feasible to be developed by the Government of Riau Province as these sectors were identified by the three methods of intersectoral linkage analysis as key sectors of the Riau Province economy in 2010 as well as among sectors that have the highest sectoral contribution and multiplier value
