DAMPAK PEMINDAHAN PUSAT PEMERINTAHAN DI SOFIFI TERHADAP POLA PENGELUARAN DAN PRODUKTIVITAS KERJA PEGAWAI PEMERINTAH DAERAH PROVINSI MALUKU UTARA

Pemindahan pusat pemerintahan Provinsi Maluku Utara dari Kota Ternate ke Sofifi bersifat antar pulau hal ini berdampak pada pola pengeluaran dan produktivitas kerja pegawai. Tujuan penelitian ini untuk mengetahui dampak pemindahan pusat pemerintahan di Sofifi terhadap pola pengeluaran dan produktivitas kerja pegawai Pemerintah Daerah Provinsi Maluku Utara. Metode penelitian yang digunakan adalah metode survei dengan analisis deskriptif kualitaif dan kuantitatif. Sampel penelitian adalah pegawai negeri sipil sebanyak 113 orang yang diambil secara proporsional simple random sampling sebesar 15 % pada 11 unit kerja yang telah dipilih secara purposive dengan masa kerja 5 tahun ke atas. Hasil penelitian menunjukkan ada dampak pemindahan pusat pemerintahan di Sofifi terhadap pegawai yaitu naiknya biaya transportasi sehingga pegawai merealokasikan biaya pengeluaran lain untuk biaya transportasi. Ada penurunan hari kerja dan jam kerja pegawai setelah pemindahan sehingga berdampak pada produktivitas kerja pegawai. Pola ruang/lokasi pengeluaran pegawai sebagian besar masih di Kota Ternate sehingga belum menjadi multiflier effect bagi pertumbuhan ekonomi wilayah di Sofifi. Belum tersedianya perumahan dan fasilitas sosial ekonomi lainnya di Sofifi sehingga sebagian besar pegawai bekerja secara ulang alik. Faktor Pendapatan, jumlah anggota keluarga dan jumlah anggota belajar secara signifikan berpengaruh terhadap pengeluaran pegawai namun golongan dan masa kerja pegawai tidak berpengaruh secara signifikan terhadap pengeluaran pegawai. Strategi pegawai mengatasi dampak pemindahan terhadap pengeluaran pegawai yaitu menghemat pengeluaran, mengurangi hari kerja, mencari penghasilan tambahan, dan bekerja secara bergiliran. Produktivitas kerja diatasi dengan cara yaitu perlu subsidi biaya transportasi, melanjutkan pekerjaan di Ternate, memanfaatkan IT dan dibutuhkan fasilitas kerja yang lengkap. The transference of the central government of Maluku Utara Province from city of Ternate to Sofifi is interisland, it is give effect to expenditures pattern and official productivity. This purpose of this research is to know the impact of the transference of the central government in Sofifi to the expenditures pattern and officialss productivity in local government of North Mollucas Province. The method used is survey method with qualitative and quantitative analysis. The samples were civil servants as many as 113 people were taken proportional simple random sampling of 15% on 11 units of work that have been purposively with terms of 5 years and above. The results showed there are effect on the removal of the central government in Sofifi to the employees in the rising cost of transportation so that employees reallocate other expenditures for the cost of transportation, there is a decrease in working days and working hours by employees after removal so effect on employee productivity. Patterns of space / locations employees are still spending mostlyin the city of Ternate that has not become multiflier effect for economic growth in the region Sofifi. Unavailability of housing and other socio-economic facilities in Sofifi make the employee work shuttle. Income, number of family members and number of members learning significantly affect expenditures of employees but employees working group did not significantly influence employee expenditures. Strategies to overcome the impact of the transfer of employees to save expenditures are personnel expenditures, reducing the working day, looking for additional income, and working in turns / Shift. Labor productivity needs to be addressed in a way that is subsidizing the cost of transportation, continuing the work in Ternate, utilizing IT and needed a complete working facilities.
