ANALISIS LEGALISASI ASET TANAH MILIK PEMERINTAH KABUPATEN BANJAR (STUDI PADA DINAS PENDIDIKAN)

Penelitian ini merupakan penerapan dari konsep manajemen aset, yaitu konsep legal audit yang memfokuskan penelitian pada analisis legalisasi aset tanah milik Pemerintah Kabupaten Banjar (studi pada Dinas Pendidikan). Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor kendala yang dihadapi dalam melegalisasikan aset tanah milik Pemerintah Kabupaten Banjar pada umumnya dan khususnya pada Dinas Pendidikan dan menentukan strategi kebijakan dalam proses penyelesaian legalisasi aset tanah milik pemerintah serta mengukur korelasi rank Spearman antara importance dan performance. Arti penting dan tingkat kinerja dalam legalisasi aset tanah milik Pemerintah Kabupaten Banjar ini diukur menggunakan Skala Likert dengan menyebarkan kuesioner pada Satuan Kerja Perangkat Daerah (SKPD) di lingkungan Pemerintah Kabupaten Banjar untuk mengetahui persepsi responden tentang faktor-faktor kendala yang terjadi dalam legalisasi aset tanah milik Pemerintah Kabupaten Banjar khususnya pada Dinas Pendidikan. Sampel penelitian yang digunakan sebanyak 35 responden yang dipilih berdasarkan metoda purposive sampling. Data yang telah didapat di analisis menggunakan alat analisis Importance Performance Analysis (IPA) dan korelasi rank Spearman. Hasil penelitian menunjukkan bahwa faktor-faktor kendala dalam melegalisasikan aset tanah milik Pemerintah Kabupaten Banjar khususnya pada Dinas Pendidikan adalah terdapat pada Sumber Daya Manusia (SDM) yang kurang memadai, Anggaran legalisasi aset belum memenuhi kebutuhan, kinerja yang masih belum sesuai dengan tupoksi dan Standar Operasional Prosedur (SOP) yang ada, dan legalitas aset yang harus diperhatikan. Hasil dari Importance Performance Analysis (IPA) menunjukkan terdapat faktor yang kinerjanya masih kurang dan perlu ditingkatkan yaitu faktor SDM yang sangat berpengaruh terhadap proses legalisasi aset tanah milik Pemerintah Kabupaten Banjar. Hasil dari korelasi rank Spearman adalah korelasi antara importance dan performance menunjukkan bahwa korelasi tidak signifikan karena nilai korelasinya 0,395.

This study is the implementation of asset management concepts, namely the concept of a legal audit of research focusing on the analysis of the legalization of government owned land assets of banjar regency (study at the department of education). The purpose of this study was to analyze the factors of formalizing the constraints faced by the government owned land assets of banjar regency in general and in particular the department of education and determine policy strategies in the settlement process of legalization of land assets owned by the government as well as measuring the Spearman rank correlation between importance and performance. The importance and the level of performance in the legalization of land assets owned Banjar regency government is measured using a Likert scale by distributing questionnaires to the Regional Working Units (SKPD) in the Banjar regency government to find out the perceptions of respondents about the factors constraints that occur in the legalization of land assets Banjar District Government, especially the Department of Education. The samples used in this study were 35 respondents were selected by purposive sampling method. The data have been obtained in the analysis using an analysis tool Importance Performance Analysis (IPA) and the Spearman-rank correlation. The results showed that the factors of formalizing the constraints of government-owned land assets, especially in Banjar District Education Office is located on the Human Resources (HR) is inadequate, the Budget has not met the requirement of legalization of assets, the performance of which is not in accordance with the duties and Operational Standards procedure (SOP) that exist, and the legality of an asset that must be considered. Results of Importance Performance Analysis (IPA) suggests there are factors that performance is still lacking and need to be improved, namely HR factors have great influence on the process of legalization of land assets owned by the Government of Banjar Regency. The results of the Spearman rank correlation is the correlation between importance and performance shows that the correlation is not significant because the correlation value 0.395.
