ANALISIS HIGHEST AND BEST USE ATAS ASET TETAP MILIK PEMERINTAH KABUPATEN BANYUMAS (Studi Lahan di Jalan Dr. Angka Purwokerto)

Penelitian ini bertujuan untuk menemukan kegunaan tertinggi dan terbaik atas bidang tanah kosong milik Pemerintah Daerah Kabupaten Banyumas yang terletak di Jalan Dr. Angka Kelurahan Sokanegara Kecamatan Purwokerto Timur Kabupaten Banyumas dengan menggunakan analisis Highest and Best Use (HBU). Penelitian ini bersifat kualitatif deskriptif dengan studi kasus menggunakan data primer dan data sekunder. Teknik pengumpulan data primer sebagian besar dilakukan dengan cara observasi lapangan untuk menemukan data fisik, data lokasi, dan data pasar properti. Pengumpulan data primer juga dilakukan dengan menggunakan kuesioner kepada responden yang telah ditentukan (purposive sampling) dan wawancara tidak terstruktur. Untuk data sekunder dilakukan dengan studi literatur yang relevan. Data yang telah dikumpulkan selanjutnya diolah dengan menggunakan alat analisis berupa analisis produktivitas properti, analisis pasar properti, dan analisis finansial. Hasil analisis produktivitas properti menghasilkan beberapa pilihan properti seperti perkantoran/pertokoan, SPBU, dan sentra kuliner. Pilihan kegunaan ini selanjutnya dilakukan analisis pasar untuk menemukan tingkat okupansi yang akan mencerminkan permintaan akan properti tersebut. Hasil analisis pasar ini mencoret salah satu pilihan, yaitu perkantoran/pertokoan karena memiliki tingkat okupansi yang rendah. Analisis selanjutnya adalah analisis finansial, yang ditujukan untuk menguji kelayakan properti secara finansial dengan indikator Nett Present Value, Modified Internal Rate of Return, dan Profitability Index. Berdasarkan hasil uji ketiga indikator di atas diperoleh bahwa masing-masing kegunaan adalah layak secara finansial. Hasil analisis finansial tersebut kemudian ditindaklanjuti dengan produktivitas maksimum yang merupakan tahap akhir dari analisis HBU. Analisis produktivitas maksimum melihat properti mana yang mampu menghasilkan nilai tertinggi atas indikator uji kelayakan finansial yang telah dilakukan sebelumnya yang digunakan untuk menentukan kegunaan tertinggi dan terbaik. Keputusan HBU yang didapat atas tapak milik Pemerintah Kabupaten Banyumas adalah sebagai SPBU.

The research is aimed to discover the highest and best use from a tract of land that owned by the government of Banyumas which located in Dr. Angka, Sokanegara, East Purwokerto District, Banyumas using HBU analysis. This research have the quality of descriptive qualitative with case study using the primary and secondary data. Primary datas such as tract’s physic, tract’s location, and tract’s market are gathered by doing the field observation. Researcher also using questionnaire with determined respondent (purposive sampling) and unstructured interview to gather those primary datas. Secondary datas are gathered by doing the literatures studies of the relevant subject. Both primary and secondary datas which has already collected will be processed using the property productivity, property market, and finacial analysis. Property productivity anlysis produce several alternatives like office building/stores, gas station, and also food bazaar. Furthermore, these options will be analized in market analysis to discover it’s occupancies that reflect the demand and supply of the related option. This phase eliminate the office building/stores from the list because the occopancy rate is too low. The next phase is finacial analysis to test the property’s feasibility using three indicator, Nett Present Value, Modified Internal Rate of Return, and Profitability Index. Based on these test, both option found to be feasible because the results shown all the conditions of the test is passed. Next step is the maximum productivity as the final step in HBU analysis. This step used to find an alternative property which give the highest result from the test before, and use it as the HBU decision of the tract. Based on that consideration, the HBU of the government tract is used as a gas station.
