Both disable people and elderly need access special transportation relates to their disability to access their need such as education, employment, health services, social events and community life. Accessibility of transportation for disable becomes a problem, as PPDI (Association of disable people in Indonesia) state that government has less commitment to fulfil disable need of transportation. Research methodology of this research is qualitative research. Using the primary and secondary data, a study was conducted to identify and analyze problem about accessibility of disable, especially wheelchair, user and elderly people using Transjakarta. Gathering data from customer complaint center of Transjakarta was done as start point to describe general condition of accessibility. Interview with elderly people as passenger of Transjakarta founds that four need of improvement on Transjakarta service: overload capacity, low condition of buses, lack of hospitality, and disable feature didn‘t work properly. Then, by analyzing investigation report published by JICA, it was found that conditions of facilities for disable people far from ideal for people with disabilities. For instance, there are some stops that have no ramps; there is a lack of space for wheel chair users in bus coaches, lack of vocal guidance, and signs without consideration for people with impaired vision. Finally, Service blueprinting and service innovation concept has applied to analyze the problem then propose improvement that results seven recommendations to improve accessibility of transport service for disable people, such as development of technology relates to disable facilities, government policy and budgeting prioritization on disable accessibilities, management of staff placing, staff training, development of special transport for disable people, improving quality of sidewalk and footways, adding disable facilities on buses and shelter.
