PERAN AKTOR DALAM PROGRAM PENGENTASAN KEMISKINAN BERBASIS EKONOMI RUMAH TANGGA (P2KBERT) DI KECAMATAN POLEWALI.

Pelaksanaan berbagai program pengentasan kemiskinan di Indonesia dengan model pemberian bantuan modal usaha kepada kelompok sasaran, menyisakan permasalahan terutama dalam proses pengembalian dana bantuan. Masih lemahnya komitmen dan tidak optimalnya peran dari pelaksana program, tenaga pendamping dan kelompok sasaran disinyalir menjadi penyebab pengembalian dana bantuan tidak berjalan lancar. Permasalahan tersebut tidak hanya muncul pada program pengentasan kemiskinan yang lahir dari kebijakan pemerintah pusat, tapi juga pada program penanggulangan kemiskinan yang merupakan kebijakan pemerintah kabupaten/kota. Seperti yang terjadi dalam Program Pengentasan Kemiskinan Berbasis Ekonomi Rumah Tangga (P2KBERT) sebagai salah satu program lokal Pemerintah Kabupaten Polewali Mandar. Sebagai gambaran berdasarkan Laporan Keuangan Kabupaten Polewali Mandar Tahun 2011 menyebutkan hasil pemeriksaan ditemukan banyak dana bergulir yang berumur lebih dari dua tahun tidak dikembalikan oleh penerima bantuan. Khusus di Kecamatan Polewali permasalahan tunggakan tersebut dapat dilihat dari Laporan Penyaluran dan Pengembalian Dana Bantuan P2KBERT Dinas Koperasi UMKM Tahun 2012-2013. Dari permasalahan tersebut menarik untuk melihat peran seluruh stakeholders program dalam menyelesaikan masalah pengembalian dana bantuan P2KBERT. Oleh karena itu penelitian ini bertujuan untuk mengetahui peran dan interaksi antar aktor-aktor P2KBERT yaitu birokrasi, organisasi kemasyarakatan (LPM) dan kelompok sasaran dalam mengatasi timbulnya permasalahan pengembalian dana bantuan di Kecamatan Polewali. Berdasarkan permasalahan dan kerangka teori, penulisan tesis ini menggunakan metode deskriptif dengan pendekatan kualitatif. Pengambilan data sekunder berupa dokumen program dan data primer yaitu hasil wawancara mendalam serta observasi lapangan untuk kemudian dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa aktor sebagai bagian program yang terlibat langsung dalam proses penyelesaian permasalahan angsuran memiliki peran yang sangat penting. Karena dengan berbagai langkah penanganan yang dilakukan melalui kerjasama dan koordinasi antar aktor, menjadi penentu keberhasilan penyelesaian permasalahan angsuran. Peran birokrasi dalam mengatasi pengembalian dana bantuan P2KBERT cukup efektif memberi solusi dengan melakukan penjadwalan kembali masa angsuran dana bantuan. LPM menunjukkan komitmen yang kuat untuk mengatasi permasalahan pengembalian dana bantuan melalui usaha pembinaan usaha terhadap anggota kelompok yang bermasalah. Peran kelompok sasaran cukup membantu proses penyelesaian permasalahan angsuran dengan inisiatif pengurus melibatkan anggotanya dalam pertemuan untuk membahas dan mencari solusi yang dihadapi anggota kelompoknya. Namun pelaksanaan peran dari aktor-aktor program tersebut tidak sepenuhnya mampu mengatasi permasalah angsuran terutama bagi anggota yang pengembalian dana bantuannya sudah macet. Hal ini disebabkan karena anggota kelompok bersangkutan tidak memiliki kemampuan mengembalikan dana bantuannya, ditambah lagi tidak adanya mekanisme pemberian sanksi yang tepat dan tegas dari aparat pelaksana program. Sementara interaksi yang terjadi antar aktor-aktor P2KBERT berbentuk kerjasama dan koordinasi yang baik antara birokrasi, LPM dan kelompok sasaran dalam menyelesaikan permasalahan angsuran P2KBERT. Bentuk interaksi yang memunculkan konflik antar aktor juga terjadi dan semakin mempersulit usaha pengembalian dana bantuan P2KBERT. Kata Kunci : Peran, birokrasi, LPM, kelompok sasaran, interaksi

Implementation of various poverty alleviation programs in Indonesia with a model of venture capital assistance to the target group, leaving problems especially in aid refund process. Still lack of commitment and also the role of implementing the program, facilitators and the target group is suppose to be the cause of a refund did not go smoothly. These problems not only appear on the poverty alleviation program born from the central government policy, but also on poverty reduction programs is a policy of the district/city. As happened in the Poverty Program Based Home Economics ( P2KBERT ) as one of the Polewali Mandar Local Government program. As an illustration based on the Financial Statements Polewali Mandar mention the results of the examination in 2011 found many revolving fund more than two years old are not returned by the recipient.District Polewali specialized in arrears problem can be seen from the report Aid Disbursement and Refund P2KBERT Cooperatives SMEs Year 2012-2013. These problems is interesting to see the role of all stakeholders in the program help resolve the issue refunds P2KBERT. Therefore, this study aimed to determine the role and the interaction between actors in P2KBERT namely bureaucracy, civil society organizations ( LPM ) and the onset of the target group in addressing problems in the aid refund District Polewali. Based on the problems and theoretical framework, this thesis uses descriptive method with qualitative approach. Collection of secondary data in the form of program documents and primary data that is the result of in-depth interviews and field observations to then analyzed qualitatively. The results showed that the actor as part of the program that are directly involved in the process of problem solving installment has a very important role. Due to the various treatment steps undertaken through cooperation and coordination between actors, becomes a critical success installment solving problems. The role of the bureaucracy in dealing with aid refund P2KBERT effective enough to give a solution by rescheduling future grant installments. LPM demonstrated a strong commitment to address the issue refunds through business development assistance to the efforts of group members is problematic. The role of the target group is quite helpful with the process of problem solving installment initiatives involving board members at a meeting to discuss and seek solutions faced by members of the group. However, the implementation of the role of actors such programs are not fully able to cope with problems, especially for members of the installment refund assistance already jammed. This is because the members of the group in question does not have the ability to restore aid funds, plus the absence of appropriate sanctions mechanisms and firm of apparatus implementing the program. While the interaction between actors in the form P2KBERT good cooperation and coordination between the bureaucracy, LPM and target groups in solving problems P2KBERT installments.
