ANALISIS KINERJA SISTEM IRIGASI DI DAERAH IRIGASI PROGO-MANGGIS, MAGELANG, JAWA TENGAH

Salah satu persoalan utama yang terjadi dalam penyediaan air irigasi adalah semakin langkanya ketersediaan air pada waktu-waktu tertentu. Undangundang no 7 tahun 2004 tentang sumber daya air menyatakan bahwa dalam menghadapi ketidakseimbangan antara ketersediaan air yang cenderung menurun dan kebutuhan air yang semakin meningkat, sumber daya air wajib dikelola. Agar kebutuhan air tetap terjaga maka perlu diadakannya evaluasi agar kinerja irigasi tetap terjaga dan kebutuhan air tetap terpenuhi. Mengacu pada Peraturan Pemerintah Republik Indonesia No 20 tahun 2006 tentang Irigasi pada pasal 65 kinerja irigasi perlu pengelolaan dan pengelolaan aset irigasi mencakup inventarisasi, perencanaan pengelolaan, pelaksanaan pengelolaan, dan evaluasi. Penelitian ini khusus membahas mengenai kinerja sistem irigasi Progo- Manggis, Magelang, Jawa Tengah berdasarkan indek kinerja keadaan prasarana fisik, produktivitas tanaman, sarana penunjang, organisasi personalia, dokumentasi dan P3A. Dari hasil perhitungan berdasarkan Blangko Lampiran Peraturan Menteri PU Nomor 32/PRT/M/2007 didapat bahwa Kinerja Sistem Irigasi pada Daerah Irigasi Progo Manggis dari tahun 2010 sampai 2012 didapat rata – rata 71,29. Dengan demikian Daerah Irigasi Progo Manggis termasuk dalam kriteria yang baik.

One of the major problems that occur in the supply of irrigation water is the decreasing of the water availability at certain time. UU No. 7 year 2004 about water resources state that the imbalance between the availability of water which libely to decrease and water demand which tend to increasing rapidly, thus the water resources should be managed better. In order to maintain the water availability, it is necessary to do performance evaluation, so the irrigation performance managed and the water demand could be fulfilled. Referring to the goverment regulation No. 20 year 2006 about irrigation in article 65 about the performance of irrigation need management and management of irrigation assets, including inventory management, planing management, operational management, and evaluation. This study specifically take up about the performance of ProgoManggis irrigation system, Magelang, Central Java. Based on the performance index of the infrastructure physical condition, the plant productivity, supporting facilities, personel organitation, documentation, and P3A. From the results of calcuations based on the Regulation of the Minister of Public Works Blank Attachment No. 32/PRT/M/2007 obtained that the irrigation System Performance at ProgoManggis Irrigation Arrea from 2010 to 2012 obtained average 71,29. Thus ProgoManggis Irrigation Area included in the good criteria.
