PELAKSANAAN PENGAWASAN INTERN OLEH DEWAN PENGAWAS DALAM RANGKA MENUJU OPTIMALISASI KINERJA RUMAH SAKIT BLUD (BADAN LAYANAN UMUM DAERAH) (STUDI KASUS RSUD DR. H.M. RABAIN KABUPATEN MUARA ENIM)

Latar belakang: Berbagai fungsi manajemen dilaksanakan oleh para pimpinan dalam rangka mencapai tujuan organisasi. Fungsi-fungsi yang ada didalam manajemen diantaranya adalah fungsi perencanaan (Planning), fungsi pengorganisasian (Organizing), fungsi pelaksanaan (Actuating) dan fungsi pengawasan (Controlling). Keempat fungsi manajemen tersebut harus dilaksanakan oleh seorang manajer secara berkesinambungan, sehingga dapat merealisasikan tujuan organisasi. Pengawasan merupakan bagian dari fungsi manajemen yang berupaya agar rencana yang sudah ditetapkan dapat tercapai dengan efektif dan efisien. Rumah sakit merupakan salah satu bagian integral yang penting sebagai tempat pelayanan kesehatan bagi masyarakat, sehingga perlu pengawasan secara khusus guna meningkatkan kinerja rumah sakit tersebut. Tujuan penelitian: Untuk mengetahui efektifitas pengawasan oleh dewan pengawas terhadap kinerja rumah sakit BLUD. Metode penelitian: Penelitian ini merupakan penelitian deskriptif kualitatif dengan rancangan studi kasus. Sedangkan teknik yang digunakan dalam penelitian ini adalah quota sampling (sampel bertujuan), dengan jumlah sampel 11 orang. Hasil penelitian: Pelaksanaan pengawasan intern di rumah sakit oleh dewan pengawas secara keseluruhan belum memenuhi standar yang sudah ditetapkan pemerintah yaitu standar audit APIP (Aparat Pengawasan Intern Pemerintah). Kesimpulan: Dari hasil penelitian ini: (a) dewan pengawas di RSUD BLUD dr.H.M. Rabain belum sepenuhnya melakukan pengawasan sesuai dengan standar dan (b) dewan pengawas yang ada belum dapat memberikan sumbangan positif dalam mewujudkan good governance dan clean governance. Tindak lanjut hasil pengawasan dewan pengawas di RSUD BLUD dr.H.M Rabain belum sesuai dengan standar yang berlaku. Dari hasil pengawasan belum terlihat dampak peningkatan kinerja rumah sakit secara signifikan yang menunjukkan bahwa rumah sakit dalam kondisi sehat atau tidak sehat.

Background: Various management functions implemented by the leadership in order to achieve the objectives of the organization. Existing functions in the management of which is a function of planning (Planning), the function of organizing (Organizing), the function implementation (Actuating) and supervisory functions (Controlling). The four management functions must be conducted by a Manager continously to realize the objectives of the organization. Surveillance is part of the management function in order to attempt a plan that is already set can be achieved with effective and efficient. The hospital is one of the integral part that is important as the site of the Ministry of health for the community, necessitating specific supervision in order to improve the performance of the hospital. Research objectives: To find out effectiveness of the supervision conducted by the supervisory board on the hospital performance as a Local Public Service Board (BLUD). Research methods: this research is a descriptive qualitative research design case studies. While the techniques used in this research is purposive sumpling (sample aims), with a total sample of 11 people. Research results: there were irregularities in the implementation of hospital performance supervision in particular tasks, functions and duties as the Board of Trustees, the Board of Trustees has yet to run its full duties, functions and obligations. Conclusion: Results of this study: (a) The board of supervisors in BLUD hospitals dr.HM Rabain not fully perform in accordance with the standards of supervision and (b) the board of trustees that there have not been able to contribute positively in achieving good and clean governance. Follow-up results of the supervision of the supervisory board in BLUD hospitals dr.HM Rabain not in accordance with the applicable standards. Results of monitoring have not seen the significantly impact of increased performance that shows hospitals were healthy or unhealthy status.
