RANCANG BANGUN PENGORGANISASIAN SISTEM INFORMASI POTENSI SUMBER DAYA HUTAN RAKYAT (Kasus di Kabupaten Wonosobo, Jawa Tengah)

Informasi mengenai potensi sumber daya hutan rakyat di Kabupaten Wonosobo masih kurang terintegrasi sesuai dengan kebutuhan para pihak yang terlibat, serta kurang terbarukan. Tujuan dari penelitian ini adalah merancang pengorganisasian sistem informasi potensi sumber daya hutan rakyat di Kabupaten Wonosobo dilihat dari permasalahan yang ada melalui pendekatan sistem. Metode yang digunakan dalam penelitian ini adalah melalui analisis sistem informasi, desain sistem informasi, dan rancangan sistem informasi. Analisis sistem informasi ditujukan untuk mengidentifikasi kebutuhan informasi berupa permasalahan terkait pengorganisasian informasi potensi sumber daya hutan rakyat. Desain sistem informasi yang digunakan menggunakan alat berupa Diagram Arus Data, Diagram Keterhubungan Entitas, dan kelas diagram. Rancangan sistem informasi ditujukan sebagai mekanisme pengambilan keputusan yang akan mendukung kegiatan perencanaan dan implementasi pengelolaan potensi sumber daya hutan rakyat di Kabupaten Wonosobo. Gambaran kondisi pengorganisasian sistem informasi potensi sumber daya hutan rakyat yang diamati masih belum sesuai dengan yang diharapkan. Dari kondisi ini, Dinas Kehutanan dan Perkebunan Kabupaten Wonosobo memerlukan strategi umum dan strategi khusus sebagai pengelola informasi. Strategi umum yang perlu dilakukan adalah dengan membentuk bagian kelola informasi, termasuk dalam persiapan SDM, perangkat keras dan perangkat lunak, serta media publikasi informasi. Selain itu dengan melakukan pendekatan kepada stakeholders agar terbuka dalam memberikan informasi dan memanfaatkan sistem informasi. Strategi khusus yang perlu dilakukan adalah dengan menyusun metode survei potensi hutan rakyat secara berkala, menyusun laporan partisipatif berupa laporan lahan hutan rakyat, laporan survei potensi hutan rakyat, laporan potensi hutan rakyat, laporan kegiatan rehabilitasi produksi, laporan kegiatan hutan rakyat, laporan kegiatan teknis hutan rakyat, laporan produksi tebangan hutan rakyat, laporan transaksi kayu, laporan pengembangan pasar, laporan kegiatan penyuluhan, laporan pengembangan kelembagaan hutan rakyat, laporan kegiatan rehabilitasi hutan dan xv lahan. Disamping itu, Dinas Kehutanan dan Perkebunan Kabupaten Wonosobo perlu membangun sistem penyediaan peta digital dan citra satelit, melakukan proses pembaharuan dan perubahan mendasar pada kelembagaan mikro, serta adanya inisiasi regulasi pada protokol informasi yang cukup memadai tentang pengiriman data sistem, pendefinisian pengecekan error, dan bagaimana data akan dikirim dan diterima. Strategi-strategi ini perlu dilakukan agar penyampaian informasi kepada pihak-pihak yang terkait dalam pengelolaan potensi sumber daya hutan Kabupaten Wonosobo dapat berjalan efektif dan efisien.

Information on private forest resource potential in Wonosobo regency is still poorly integrated in accordance with the needs of the parties involved, as well as less updated. The purpose of this study is to design an organizing system of private forest resource potential information in Wonosobo regency viewed from the existing problems through a systems approach. The method employed in this study was analysis of information system, information system design, and construction design of information system. Analysis of the information system is intended to identify issues related to the information needs in the form of organizing information of private forests resource potential. Design of information systems used were Data Flow Diagram, Entity Relationship Diagram, and class diagram. The design of the information system was used as a decision-making mechanism that would support the planning and implementation of private forest resource potential management in regency of Wonosobo. Description of the condition of forest resources potential information organization system observed was still not from the expected. From this condition, the need for a common strategy and specific strategies undertaken by the Department of Forestry and Plantation of Wonosobo regency as the manager for dissemination and services of information. General strategy that needs to be done is to form a department of information management, including the preparation of human resources, hardware and software, and media publications. In addition, approach the stakeholders can open in providing information and utilizing information systems. Specific strategies that needs to be done is to prepare potential private forest survey methods for collecting data periodically potential, ecological, and social , compiling participatory reports of private forest land report, survey report of potential private forests, private forests potential reports, rehabilitation reports of production, report of private forests activities, private forests technical activity reports, reports of private forest felling production, timber transaction reports, reports of market development, extension activities report, institutional development of private forests report, the report of forest and land rehabilitation. In addition, the Department of Forestry and Plantation in Wonosobo regency needs to establish a system providing xvii digital maps and satellite images to standardize the form of geographical coordinates: UTM coordinates, to proceed the reform and fundamental changes in the micro institutional of Forestry and Plantation Office of Wonosobo regency, as well as the initiation of regulation on the information protocol is sufficient enough about the data transmission system, defining error checking, and how the data will be sent and received. These strategies need to be conducted in order to deliver information to the parties involved in the management of the forest resource potential of Wonosobo regency to run effectively and efficiently.
