PROSES PERUMUSAN KEBIJAKAN PENYERTAAN MODAL PEMERINTAH KOTA YOGYAKARTA PADA PERUSAHAAN DAERAH JOGJATAMA VISHESHA TAHUN 2012

Badan Usaha Milik Daerah (BUMD) merupakan unit usaha milik pemerintah yang bertujuan untuk mengoptimalisasi potensi ekonomi di daerah dalam upaya menggali dan mengembangkan sumberdaya daerah, memberikan pelayanan masyarakat atau publik services serta mencari keuntungan atau profit motif. Dengan adanya Peraturan daerah tentang Badan Usaha Milik Daerah (BUMD), maka selanjutnya pihak eksekutif dalam hal ini Pemerintah Kota Yogyakarta mengajukan rancangan peraturan daerah mengenai penyertaan modal sebagai syarat untuk bisa menjalankan BUMD. Kemudian pihak eksekutif bersama dengan pihak legislatif melakukan proses pembahasan atas rancangan peraturan daerah tentang penyertaan modal tersebut. Apabila telah disepakati bersama maka dilakukan legislasi atas rancangan peraturan daerah penyertaan modal pada BUMD kota Yogyakarta yang bernama PD. Jogjatama Vishesha yang akan mengelola XT Square . XT Square merupakan bangunan bekas terminal bis lama yang telah selesai dibangun tahun 2010. Proses pengambilan keputusan pengalihan aset Pemerintah Kota Yogyakarta kepada BUMD memakan waktu lama sehingga bangunan XT Square yang telah dibangun sejak 2008 menjadi “ mangkrak” atau belum bisa dioperasikan hingga 2012. Adanya persoalan yang melingkupi proses penyertaan modal dan adanya tarik menarik kepentingan antar aktor yang beragam. Hal tersebut menjadi tujuan dari penelitian ini, yaitu untuk mengetahui bagaimana proses perumusan kebijakan dan faktor‐faktor yang mempengaruhi proses penyertaan modal pada PD Jogjatama Vishesha dimana pembahasannya dilakukan pihak eksekutif bersama dengan pihak legislatif. Perspektif analisis kebijakan yang digunakan adalah politis, dengan mencoba memadukan beberapa teori kebijakan publik. Kontestasi dan interaksi dalam perumusan penyertaan modal menggunakan pendekatan deskriptif kualitatif dengan metode eksploratif historis, karena bertujuan untuk memberikan makna atas fenomena yang holistik terhadap kasus yang telah terjadi dimasa lampau. Dalam proses pengumpulan data dilakukan melalui wawancara mendalam serta studi literatur terhadap dokumen proses perencanaan penyertaan modal yang dimiliki pemerintah kota Yogyakarta dari proses perumusan penyertaan modal hingga pengambilan keputusan pada 1 Oktober 2012. Hal ini menjadi batasan pembahasan dalam penelitian ini. Proses perumusan kebijakan penyertaan modal bisa dikelompokkan menjadi dua tahap proses , yaitu proses yang terjadi secara teknokratik dan secara politis. Pada proses teknokratis proses penyertaan modal oleh eksekutif orientasinya adalah taat aturan teknis dan kebijakan umum tentang penyertaan modal. Sedangkan dipihak legislatif adanya faktor politis yaitu kepentingan dikalangan DPRD, kekhawatiran akan hilangnya aset dan juga ketua komisi C yang notabene bertanggungjawab dalam pembahasan aset ikut mencalonkan diri sebagai walikota Yogyakarta. Akibat lambatnya persetujuan DPRD tersebut menyebabkan biaya yang dikeluarkan Pemerintah Kota untuk listrik, air dan biaya pemeliharaan serta operasional XT Square lainnya terus bertambah dan ini menjadi beban Pemerintah Kota Yogyakarta. Kedepan diharapkan pemilihan direksi ditentukan oleh pihak yang kompeten dan terbebas dari pengaruh politis pihak‐ pihak yang berkepentingan. Selain itu juga harus memahami apa yang menjadi kebutuhan masyarakat dan segera dapat mengambil kesepakatan yang berpihak kepada kepentingan daerah dan masyarakat Untuk selanjutnya Perusahaan Daerah harus diupayakan benar

Local‐Owned Enterprise is a government‐owned business unit that aims to optimize the economic potential in the region in an effort to explore and develop local resources, provide public services or public services as well as for‐profit or profit motive. With the local regulation of provincial enterprise, then the next executive in this case Yogyakarta City Government submitted a draft local regulations on capital investment as a condition to be able to run this enterprise. After that, the executive with the legislative level discuss the draft regulations. If the draft is agreed, it will be legislated and the city will has a local government enterprise with name of Jogjatama Vishesha local company that will manage The XT Square. XT Square is a former bus station building that has been completed since 2010 . The long time of decision making process of Yogyakarta City’s asset transfer to local government enterprise, made the XT Square building was un‐used until 2012. The existence of issues surrounding the equity process and the presence of the attractive interest between diverse actors. It is the goal of this research is to determine how the policy‐making process and the factors that influence the capital investment in PD Jogjatama Vishesha which the discussion conducted by the executive together with the the legislative. Policy analysis perspective is used politically, to try to combine several theories of public policy. Contestation and interaction in the formulation of capital investment using a qualitative descriptive approach with historical exploratory method, as it aims to provide a holistic sense of the phenomenon of the cases that have occurred in the past. In the process of data collection was conducted through in‐depth interviews and literature study to document the planning process of equity owned by the municipal government of Yogyakarta during the formulation process to the decision‐making capital investments on October 1, 2012. It becomes limiting the discussion in this study. Capital investment policy formulation process can be devided into two‐stage process, which is a process that occurs technocratic and politically. In the technocratic process capital investment by the executive law‐abiding orientation is technical and public policy on capital investment. While the presence of political factors on the part of legislative that the interest among parliament, fears of loss of assets and also chairman of the commission C which is actually responsible for the asset discussion ran for mayor of Yogyakarta. Due to the slow pace of the approval of Parliament led to cost incurred for the City Government of electricity, water and maintenance costs as well as other operational XT Square continues to increase and is a burden on the City of Yogyakarta.  The next expected election of directors is determined by the competent and free from political influence parties concerned. It also should understand what the community needs and can immediately take the deal in favor of the interests of local and regional community to the next company really should be sought for professionally managed to be independent and
