PENGARUH AKUNTABILITAS TERHADAP KINERJA SEKOLAH DENGAN MOTIVASI LAYANAN PUBLIK DAN KOMITMEN ORGANISASI SEBAGAI VARIABEL INTERVENING PADA SEKOLAH LUAR BIASA NEGERI DI PROVINSI DAERAH ISTIMEWA YOGYAKARTA

Penelitian ini bertujuan untuk mengetahui akuntabilitas, motivasi layanan publik, komitmen organisasi, dan kinerja sekolah luar biasa serta untuk mengetahui pengaruh akuntabilitas terhadap kinerja sekolah luar biasa dengan motivasi layanan publik dan komitmen organisasi sebagai variabel intervening. Penelitian ini juga ingin mengetahui peran pemerintah yaitu sekolah luar biasa dalam mengurusi/mengelola difabel sehingga dapat melaksanakan amanah Undang-Undang No 4 Tahun 1997 agar difabel dapat mandiri dan hidup sejahtera. Penelitian ini merupakan penelitian kuantitatif dengan metode survai berdasarkan kuesioner kepada 191 responden pegawai Sekolah Luar Biasa Negeri yang berada di Provinsi Daerah Istimewa Yogyakarta. Pengumpulan data dalam penelitian ini menggunakan angket. Data dianalisis menggunakan analisis deskriptif dan analisis jalur (Partial Least Squares/PLS). Berdasarkan pada hasil analisis deskriptif, dapat simpulkan bahwa: semua variabel berada dalam katagori tinggi dengan nilai: 59,162 % untuk kinerja sekolah; 50,785 % untuk akuntabilitas; 57,592 % untuk motivasi layanan publik; dan 63,333 % untuk komitmen organisasai. Hasil analisis pengujian hipotesis menyatakan bahwa terdapat 5 hipotesis terdukung dan 1 hipotesis tidak terdukung. Akuntabilitas berpengaruh terhadap kinerja sekolah dengan nilai tstatistic 3,578394, akuntabilitas terhadap motivasi layanan publik 3,339261, akuntabilitas terhadap komitmen organisasi 1,666833, semuanya berada di atas 1,64 sehingga dapat dinyatakan terdukung. Motivasi layanan publik mempunyai pengaruh terhadap kinerja sekolah dengan nilai 1,801165 dan motivasi berpengaruh terhadap komitmen organisasi dengan t-statistic 4,414664, kedua hipotesis itu terdukung karena mempunyai nilai lebih dari 1,64. Namun satu hipotesis tidak didukung karena nilainya kurang dari 1,64, yaitu komitmen organisasi tidak berpengaruh pada kinerja sekolah dengan t-statistic 1,551302.

This study aimed at determining accountability, public service motivation, organizational commitment, outstanding school performance, and the influence of accountability for special needs school performance to a public service motivation and organizational commitment as an intervening variable. This study also wished to know the role of the government in managing / managing disabilities so that they can carry out the mandate of Law No. 4 of 1997 that disabilities can be independent and prosperous life. This research was a quantitative research method based on questionnaires of 191 respondents of Special Needs State School employees who are in the province of Yogyakarta. Questionnaire was employed to gather the data. Data were analyzed using descriptive analysis and path analysis (Partial Least Squares / PLS). Based on the results of the descriptive analysis, it could be concluded that: all the variables were in the high category with value: 59,162 % for school performance; 50,785 % for accountability; 57,592 % for public service motivation, and 63,333 % for organizational commitment. The analysis results of hypothesis testing stated that there were 5 hypothetical supported and 1 hypothetical unsuppor. The influence of accountability on school performance with the t-statistic value of 3,578394; the accountability of the public service motivation 3,339261; 1,666833 accountability to organizational commitment, were above 1,64 which could be expressed supported. Public service motivation influenced in school performance with 1,801165 and public service motivation affected the organizational commitment to the t -statistic 4,414664, the second hypothesis was supported because it had a value of more than 1,64. However, the hypothesis was not supported because its value was less than 1,64; for instance, organizational commitment had no effect on school performance with the tstatistic 1,551302.
