MANAJEMEN ASET DI BALAI PRODUKTIVITAS KETENAGAKERJAAN PROVINSI KALIMANTAN SELATAN

Penelitian ini bertujuan menganalisis penerapan manajemen aset Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan dengan cara mengukur tingkat kepentingan (importance) dan kualitas kerja (performance) dari faktor-faktor penting manajemen aset yang telah dilaksanakan oleh Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan dan pandangan masyarakat (peserta pelatihan) terhadap pelaksanaan manajemen aset yang dilakukan oleh Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan. Penelitian ini menggunakan teknik purposive sampling dengan sampel sebanyak 36 responden yang terdiri dari Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan 12 responden dan masyarakat (peserta pelatihan) 24 responden. Variabel yang digunakan dalam penelitian ini adalah mengacu pada peraturan dan perundang-undangan yang terkait dalam penerapan pengelolaan manajemen aset. Alat analisis yang digunakan dalam penelitian ini adalah Importance-Performance Analysis, yaitu mengukur tingkat kepentingan suatu factor yang member pengaruh kepada kualitas kinerja/pencapaian (Mantilla dan James, 1977). Hasil penelitian menunjukkan variabel dari faktor-faktor penting manajemen aset di Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan adalah variabel profesional SDM yang memiliki tingkat kepentingan tertinggi dengan nilai rerata sebesar 4,083 dengan nilai modus 5 (sangat baik). Dan pandangan masyarakat (peserta pelatihan) terhadap manajemen aset yang telah dilakukan oleh Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan yaitu variabel pengamanan aset sesuai dengan ketentuan administrasi, fisik dan hukum dengan nilai rerata 4,083 dengan nilai modus 5 (sangat baik). Hasil analisa tingkat kinerja (performance) Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan menunjukkan variabel realisasi pengadaan aset dengan nilai rerata 4,25, nilai modus 3 (cukup). Pandangan masyarakat (peserta pelatihan) yang dilakukan oleh Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan yaitu variabel pemanfaatan aset sesuai peruntukkannya mempunyai nilai rerata 3,792. Persamaan persepsi dari analisa IPA antara Balai Produktivitas Ketenagakerjaan Provinsi Kalimantan Selatan dan masyarakat (peserta pelatihan) yaitu pada variabel pemanfaatan aset sesuai dengan peruntukkannya dan pengadaan aset sudah efisien, efektif dan transfaran.

This study aims to analyze the implementation of asset management Labor Productivity Center South Kalimantan by measuring the level of importance (importance) and quality (performance) of the important factors that asset management has been implemented by the Center for Labor Productivity South Kalimantan and public opinion (trainee) on the implementation of asset management is carried out by the Center for Labor Productivity South Kalimantan. This study used purposive sampling with a sample of 36 respondents consisting of Labour Productivity Center South Kalimantan 12 responders and the public ( trainee ) 24 respondents. The variables used in this study is based on the regulation and legislation related to the management of asset management application. Analysis tools used in this study is of Importance - Performance Analysis, which measures the level of importance of a factor that gives effect to the quality of performance/achievement ( Mantilla and James, 1977). The results showed variable of important factors in the asset management Labor Productivity Center South Kalimantan Province is a variable human resources professionals who have the highest rate of interest with a mean value of 4.083 with a value of mode 5 (very good). And public opinion (the trainees) to asset management that has been done by the Center for Labor Productivity South Kalimantan Province namely variable asset security in accordance with the provisions of the administrative, physical and legal with a mean value of 4.083 with a value of mode 5 ( very good ). Results of analysis levels of performance (performance) Labor Productivity Center South Kalimantan showed variable realization acquisitions with a mean value of 4.25, the value of mode 3 (enough). Public opinion (trainee) conducted by the Center for Labor Productivity South Kalimantan asset utilization is variable according to their distribution has a mean value of 3.792. Common perception of the IPA analysis between Labor Productivity Center South Kalimantan and society (trainee) is the variable utilization of assets in accordance with their distribution and procurement of assets already efficient, effective and transparent.
