PENGUKURAN TINGKAT KAPABILITAS TATAKELOLA INFRASTRUKTUR JARINGAN PEMERINTAH DAERAH PROVINSI GORONTALO

Infrastruktur jaringan merupakan fondasi dalam penerapan teknologi informasi (TI) sekaligus merupakan aset yang kompleks karena perkembangan teknologi yang cepat dan perubahan kebutuhan organisasi sehingga perlu dikelola untuk memaksimalkan kinerja dalam mencapai tujuan organisasi. Infrastruktur jaringan yang dibangun oleh Pemerintah Daerah (Pemda) Provinsi Gorontalo sampai tahun 2013 telah menghubungkan 51 titik yang terdiri dari 32 instansi, 10 Unit Pelayanan Teknis Daerah, 3 titik di kabupaten/kota dan 6 titik hotspot di tempat umum. Tingkat kapabilitas tatakelola infrastruktur jaringan harus diukur secara berkala dan dilakukan secara obyektif untuk memastikan sumber daya infrastuktur jaringan dikelola secara efektif. Penelitian ini akan mengukur tingkat kapabilitas tatakelola infrastruktur jaringan Pemda Provinsi Gorontalo menggunakan kerangka kerja Control Objective for Information and Related Technology 5 (COBIT 5). IT-Related Goals yang digunakan yaitu pengoptimalan aset TI, sumber daya dan kapabilitas serta keamanan informasi, pemrosesan infrastruktur dan aplikasi. Pengukuran menggunakan 16 proses dalam COBIT 5 serta 8 orang responden yang merupakan pengelola infrastruktur jaringan yang diperoleh berdasarkan pemetaan 16 proses yang digunakan dengan tanggung jawab pegawai.

The network infrastructure has become a foundation in implementation of information technology as well as the complex asset because due to either rapid development of technology and the changing needs of the organization. Therefore it needs to be managed to maximize performance in order to achieve the organizational goals. Network infrastructure that has been built by the Regional Government of Gorontalo Province until 2013 have connected to 51 points which consists of 32 institution, 10 points of Regional Office of Technical Services Unit, 3 points in the districts / city and 6 point hotspots in public areas. The capability level of network infrastructure governance should be periodically and objectively measured to ensure whether the network infrastructure resources are effectively managed. This research measured the capability level of the network infrastructure governance at Gorontalo Provincial using Control Objectives for Information and Related Technology 5 (COBIT 5) framework. IT-Related Goals consisted of optimization of IT assets, resources and capabilities and information security, infrastructure and application processing. The measurement using 16 processes of COBIT 5 equipped with survey of 8 respondents who serve as local network infrastructure executive, obtained by mapping the 16 process with used with responsibility of the staff.
