Tugas Akhir ini disusun untuk memenuhi syarat kelulusan bagi Penulis agar mendapat gelar Ahli Madya di bidang Hukum. Penulisan ini bertujuan untuk mengetahui tata cara penyusunan Raperda yang dilakukan oleh oleh Pemerintah Daerah Kabupaten Kebumen yang mengikutsertakan Dinas Tenaga Kerja, Transmigrasi dan Sosial di Wilayah tersebut. Tahapan dalam Penyusunan Raperda ada dalam tiga tahap ; (1) Proses Penyiapan Rancangan Perda (2) Proses Mendapatkan Persetujuan (3) Proses Pengesahan oleh Kepala Daerah dan Pengundangan oleh Sekertaris Daerah. Penyusunan Raperda tentang Perlindungan Tenaga Kerja Indonesia Luar Negeri di Wilayah Kabupaten Kebumen melibatkan partisipasi dari masyarakat yang diwakilkan oleh LSM. Raperda ini dibuat karena dilatarbelakangi oleh permasalahan yang sering timbul terkait dengan TKI di Luar Negeri. Raperda ini bertujuan untuk melindungi TKI di Luar Negeri.

Final Project is structured to meet the graduation requirements for a degree that the author Associate Expert in the field of Law. This research aims to find out the procedure for the preparationof the draft was conducted by the Regional Government Kebumen which include the Departement of Labor, Transmigration and Social in the region. Stages in the Preparation of the draft law is in three stages ; (1) Preparation of the Draft Regulation Process (2) Approval Process (3) Endorsement by the Head of the Regional Process and promulgation by the Regional Secretary. Preparation of the draft law on the Protection of Indonesian Workers Overseas Territory Kebumen involve the participation of Society represented by NGOs. The draft regulation was made as motivated by problems that arise frequently associated with migrant workers overseas. The draft regulation aims to protect migrant workers abroad.
