DAMPAK DESENTRALISASI FISKAL TERHADAP PERTUMBUHAN EKONOMI DI SULAWESI

Penelitian ini bertujuan untuk menganalisis variasi yang terjadi pada pertumbuhan ekonomi dan desentralisasi fiskal pada kabupaten/kota di Sulawesi selama periode 2006-2011, kemudian juga untuk menganalisis apakah ada perbedaan dampak desentralisasi fiskal terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi sebelum pemekaran selama lima tahun (2000-2005) dan setelah pemekaran selama lima tahun (2006-2011). Menganalisis dampak desentralisasi fiskal terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi tahun 2006-2011 menggunakan analisis regresi data panel untuk mengetahui dampak desentralisasi fiskal dengan variabel independen yaitu DBH, DAU, DAK, PAD dan belanja pembagunan (BPEMB) dan variabel kontrol yaitu PDDK dan HUMCAP terhadap variabel dependen yaitu pertumbuhan ekonomi. Metoda yang digunakan ada tiga yaitu metoda yang menggunakan koefisien variasi (CV) untuk menganalisis variasi antarkabupaten/kota di Sulawesi, metoda uji beda rata-rata untuk menganalisis perbedaan dampak desentralisasi fiskal terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi sebelum dan setelah pemekaran.dan metoda fixed effect sebagai model yang terbaik untuk menganalisis dampak desentralisasi fiskal terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi. Hasil estimasi regresi data panel menunjukkan bahwa variabel desentralisasi fiskal memberikan pengaruh positif, di mana DAU, PAD dan belanja pembangunan (BPEMB) signifikan terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi, sedangkan DBH dan DAK tidak signifikan terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi. Variabel kontrol menunjukkan PDDK dan HUMCAP berpengaruh negatif dan signifikan terhadap pertumbuhan ekonomi kabupaten/kota di Sulawesi tahun 2006-2011.

This study aims to analyze the variations that can be happened in economic growth and fiscal decentralization at district/cities in Sulawesi during the period of 2006-2011, and also to determine whether there are differences in the impact of fiscal decentralization in economic growth in districts/cities in Sulawesi before the division for five years (2000-2005) and after the division for five years (2006-2011). In identifying the impact of fiscal decentralization in economic growth in districts/cities in Sulawesi during 2006-2011 using panel data regression analysis to determine the impact of fiscal decentralization with the independent variables are DBH, DAU, DAK, PAD and development expenditure (BPEMB) and the control variables are PDDK and HUMCAP toward economic growth as the dependent variable. There are three kinds of method that used in this research, they are: the method that uses a coefficient variation (CV) to determine the variation between districts/cities in Sulawesi; different test methods to determine the average of differences in the impact of fiscal decentralization toward economic growth of districts/cities in Sulawesi before and after autonomy; and fixed effect method as the best model to analyze the impact of fiscal decentralization on economic growth of districts/cities in Sulawesi during 2006-2011. The estimation results of the panel data regression indicates that fiscal decentralization variables have a positive influence, where DAU, PAD and development expenditure (BPEMB) showed a significant relation toward the economic growth of the districts/cities in Sulawesi, while DBH and DAK do not have any significant effect toward the economic growth of the districts/cities in Sulawesi. Control variables showed PDDK and HUMCAP with negative effects and significant toward economic growth of districts/cities in Sulawesi during 2006-2011.
