ANALISA PERFORMANCE PELABUHAN BITUNG DITINJAU DARI ASPEK OPERASIONAL BONGKAR MUAT PETI KEMAS

Arus peti kemas pada Pelabuhan Bitung menunjukkan peningkatan yang cukup tinggi dalam 5 tahun terakhir (2008 s/d 2012). Peningkatan tersebut tidak sebanding dengan kapasitas dari container yard dan dermaga serta keterbatasan peralatan utama bongkar muat peti kemas. Keterbatasan tersebut menimbulkan ketidakefisienan kinerja produktifitas bongkar muat peti kemas. Ketidakefisienan tersebut diakibatkan proses operasionalnya membutuhkan waktu yang cukup lama. Tujuan dari penelitian ini adalah untuk mengetahui tingkat kinerja operasional bongkar muat peti kemas yang ditinjau dari waktu operasionalnya, kapasitas dan kemampuan infrastruktur dermaga dan container yard serta tingkat utilisasi peralatan bongkar muat peti kemas. Metode penelitian yang digunakan adalah deskrititif kualitatif. Analisa dilakukan dengan mengevaluasi waktu operasional bongkar muat peti kemas, utilisasi peralatan bongkar muat peti kemas dan analisa rasio okupansi dermaga dan container yard terhadap arus peti kemas dan kunjungan kapal. Hasil penelitian menunjukkan kinerja operasional bongkar muat peti kemas di Pelabuhan Bitung dapat dikatakan belum cukup baik. Kinerja tersebut dapat dilihat dalam 5 tahun terakhir (2008 s/d 2012) meskipun kondisinya telah mengalami penurunan tiap tahunnya namun rata-rata waktu operasionalnya masih tetap membutuhkan waktu di atas 24 jam. Komposisi peralatan bongkar muat memiliki tingkat utilisasi yang cukup baik, namun tingkat okupansi dermaga dan container yard menunjukkan peningkatan tiap tahunnya. Hal ini mengindikasikan bahwa tingkat kinerja kedua infrastrukur tersebut mengalami penurunan performance.

Flow of containers at the Port of Bitung showed an increase high enough in the last 5 years ( 2008 s / d 2012 ). This increase is not proportional to the capacity of the container yard and dock equipment as well as the limitations of the main container loading and unloading. The operational inefficiencies due process requires considerable time. The purpose of this study was to assess the operating performance of loading and unloading containers in terms of operational time, capacity and infrastructure capabilities dock and container yard and the utilization rate of container loading and unloading equipment. The method used is qualitative deskrititif. The analysis is done by evaluating the operational time of loading and unloading containers, loading and unloading equipment utilization and analysis of container occupancy ratio of docks and container yard to container flow and ship visits. The results show the performance of container loading and unloading operations at the Port of Bitung can be said is not good enough. The performance can be seen in the last 5 years (2008 s / d 2012) although his condition has declined every year but the average operating time still takes time over 24 hours. Composition unloading equipment has a fairly good level of utilization, but the level of occupancy dock and container yard showed an increase each year. This indicates that the level of performance of both the infrastructure decreased performance.
