Respon penawaran teh di Propinsi Jawa tengah

Tujuan dari penelitian ini adalah ; 1) menganalisis faktor-faktor yang mempengaruhi penawaran teh di Jawa Tengah dan 2) menghitung elastisitas respon penawaran teh terhadap perubahan harga maupun terhadap penggeser lainnya. Data yang digunakan dalam penelitian ini adalah data time series dalam kurun waktu 1980- 1998. Estimasi respon penawaran teh menggunakan pendekatan Nerlove stock adjustment dengan menggunakan metode OLS. Hasil analisis menunjukkan bahwa respon penawaran untuk semua perkebunan adalah rendah, kecuali elastisitas dummy PIR perkebunan total dan curah hujan perkebunan swasta pada jangka panjang yang bersifat elastis. Perkebunan rakyat kurang respon terhadap perubahan harga domestik maupun harga ekspor teh disebabkan adanya siklus Cobweb dalam produksi tanaman tell dan terbatasnya sumberdaya yang dimiliki. Respon penawaran perkebunaq negara adalslh inelatis terhadap perubahan harga ekspor teh. Sedangkan respon penawaran perkebunan swasta terhadap perubahan harga domestik dan ekspor teh dengan meningkatkan produktivitas kebun. Respon penawaran perkebunan total terhadap harga domestik dan ekspor teh adalah lebih disebabkan oleh asp& teknis

The aim of this research are to identifjling : (1) the factors that influence of tea supply response in Central Java, (2) tea supply response due to tea price change and the others factors in the short run and the long run. The time series data were used in the analyze for 19 years (1980-1998). The semi logarithmic model was applied to estimate the supply response by using Nerlove's Stock Adjustment approach. The result of this estimation suggest that supply response for all estates are low, except for long run elasticity of dummy PIR for total estate and rainfall for private estate. The less response of smallholder on tea price fluctuation international market and domestic market was caused by Cobweb cycles in tea productions and limitation of resource of the tea farmer. Supply response of government estate is inelastic to tea international price change, while supply response of private estate to tea domestic and international price change by increase productivity of estate. Thus, supply response of Central Java's estate tends due to technical aspects.
