Gula di Indonesia merupakan komoditas terpenting kedua setelah beras. Konsumsi gula Indonesia dari tahun ke tahun terus meningkat, baik untuk gula kristal mentah sebagai bahan baku, gula kristal putih sebagai konsumsi rumah tangga dan gula kristal rafinasi untuk konsumsi industri makanan dan minuman. Namun peningkatan konsumsi tersebut tidak diimbangi dengan kenaikan produksi, khususnya untuk gula kristal mentah yang masih seratus persen impor. Tujuan dari penelitian ini untuk: (1) mengetahui faktor-faktor yang mempengaruhi permintaan gula kristal mentah impor, (2) mengetahui faktorfaktor yang mempengaruhi penawaran gula kristal rafinasi, (3) mengetahui faktorfaktor yang mempengaruhi penawaran gula kristal putih, dan (4) Mengetahui permintaan gula kristal mentah impor di masa yang akan datang. Penelitian ini menggunakan data time series periode tahun 1983–2011. Metode penelitian yang dipergunakan adalah metode analisis regresi Ordinary Least Square (OLS) untuk mengetahui faktor-faktor yang mempengaruhi permintaan gula kristal mentah impor, penawaran gula kristal rafinasi dan penawaran gula kristal putih. Selanjutnya digunakan analisis trend untuk mengetahui kecenderungan trend permintaan gula kristal mentah impor dimasa yang akan datang. Hasil penelitian menunjukkan bahwa faktor yang berpengaruh secara signifikan terhadap permintaan gula kristal mentah impor adalah produksi gula kristal putih Indonesia, konsumsi gula nasional dan harga gula kristal mentah dunia. Faktor yang berpengaruh secara signifikan terhadap penawaran gula kristal rafinasi yaitu harga gula kristal putih dalam negeri dan kebutuhan gula rafinasi industri makanan dan minuman. Faktor yang berpengaruh secara signifikan terhadap penawaran gula kristal putih yaitu konsumsi gula nasional, dan tarif impor gula kristal putih. Trend impor gula kristal mentah oleh Indonesia cenderung naik atau meningkat dari tahun ke tahun. Berdasarkan hasil analisis trend, dapat diperkirakan bahwa Indonesia pada tahun 2020 jumlah impor gula kristal mentahnya bisa mencapai 1.219.979 ton.

Sugar is the second important commodity after rice in Indonesia. Indonesian sugar consumption increased from year to year, for both raw sugar as raw materials and plantation white sugar as domestic consumption and refined sugar for food and beverage industry consumption. However, that increased consumption was not followed by the increasing in production, especially for raw sugar is still one hundred percent imported. The study aimed to : (1) determine the factors that affect the demand for imported raw sugar, (2) determine the factors that affect the supply of refined sugar, (3) determine the factors that affect the supply of plantation white sugar, and (4) know the demand for imported raw sugar in the future. This study used time series data from 1983 to 2011. The research method used ordinary least squares (OLS) regression analysis to determine the factors that affect the demand for imported raw sugar, the supply of refined sugar and the supply of plantation white sugar. Then the trend analysis used to determine the tendency of imported raw sugar in the future. The results showed that the factors which significantly affect the demand for imported raw sugar was the production of plantation white sugar in Indonesia, the national sugar consumption and the world price of raw sugar. Factors that significantly affect the supply of refined sugar was the price of domestic plantation white sugars and the demand for refined sugar for food and beverage industry. Factors that significantly affect the supply of plantation white sugar was the national sugar consumption, and white sugar import tariff. The trend of imported raw sugar by Indonesia tend to rise or increase from year to year. Based on the trend analysis, it can be estimated that in 2020, the number of imported raw sugar in indonesia will be 1,219,979 tons.
