FAKTOR-FAKTOR YANG MEMPENGARUHI PERKEMBANGAN FISIK KOTA BAUBAU

Baubau dikenal sebagai kota pelabuhan sejak abad ke-16, awal mula perkembangan fisiknya seperti perkantoran, permukiman dan failitas umum berkembang di sekitar pelabuhan, guna memudahkan jalur perdaganan dan pelayaran. Saat ini (tahun 1996-2011) perkembangan Kota Baubau mengalami perubahan, yang biasanya permukiman berkembang di sekitar pelabuhan atau pesisir berangsur-angsur bergeser ke perbukitan. hal ini menjadi menarik karena latar sosial ekonomi sebagai nelayan, pedagang antar pulau dan perantau masih dominan. ekspansi kegiatan perkotaan di wilayah pinggiran(disekitar inti kota) telah menimbulkan pola peruntukan lahan tidak teratur, yang berpotensi menyebabkan berkurangnya lahan hijau, tanah agraris, daerah resapan air, kekumuhan, dan pembiayaan fasilitas semakin mahal. Penelitian ini bertujuan untuk menggambarkan pola perkembangan fisik Kota Baubau dan mengidentifikasi faktor kekuatankekuatan dinamis (Centrifugal Force dan Centripetal Force) yang mempengaruhi perkembangan fisik Kota Baubau. Metode penelitian yang digunakan adalah deduktif kualitatif, melalui kerangka teori kemudian di uji dengan fakta dilapangan yang diperoleh melalui informan dan cara aksidental. sedangkan teknik analisisnya dibagi dalam dua tahap yaitu;1).analisis perkembangan fisik kota, dengan memakai teknik serial reconstruction map tahun 1996-2011, 2).analisi faktor perkembangan kota, teknik analisisinya dilakukan dengan mewawancarai(survey primer) beberapa informan dan penduduk terkait dengan alasan pemilihan lokasi tempat tinggal berdasarkan periode waktu berdomisili dari tahun 1996-2011. Hasil wawancara dilakukan kroscek lapangan dengan data sekunder(berupa peta, uraian dan angka) yang diperoleh melalui survey sekunder kemudian di uji teori untuk menarik kesimpulan akhir. Hasil analisis menemukan bahwa perkembangan fisik Kota Baubau dari tahun 1996-2011 cenderung tidak selalu berkembang disepanjang pesisir pantai. Hal ini terlihat dari arah perkembangan fisik kota semakin kuat mengarah ke bagian utara, timur, dan barat dengan bentuk perkembangan fisik seperti kipas menjari dengan pola sebaran permukiman kosentris, linear dan meloncat ke kawasankawasan perbukitan. Faktor kekuatan-kekuatan dinamis (gaya sentrifugal dan gaya sentripetal) yang mempengarui perkembangan fisik Kota Baubau, yaitu faktor kebijakan, selain itu penduduk lebih mempertimbangkan faktor topografi, kepadatan penduduk, kedekatan fasilitas, kepemilikan kendaraan, dan aspek legalitas tanah adat yang dijual dengan harga murah. Itulah faktor yang mendorong munculnya permukiman-permukiman di kawasan perbukitan(darat) dan menjauhi daerah-daerah pesisir/pelabuhan.

Baubau is known as the port city since the 16th century. The beginning of its physical development such as offices, settlement and public facilities developed around the port, to simplify the trade and cruise lines. However, nowadays the development of Baubau City has changed. The development which usually develops around the port or coastal was gradually shifted to the hills. This is phenomena since the socio-economic background of the people as fishermen, traders between islands and nomads are still dominant. Expansion of the urban activities in fringe areas (around the city core) has led to an irregular land use pattern, which has potential causes to the reduction of green land, agricultural land, water catchment areas, slums, and more expensive financial facilities. This research aims to describe the physical development pattern of Baubau City and to identify the dynamica force factors (centrifugal force and centripetal force) that affecting physical development of Baubau City. The method used in the study is qualitative deductive, measured from theoretical framework and examined by the empirical facts in the field which were acquired through informants and by using aksidental method. Meanwhile, its analysis technique divided into two phases; 1) analysis of the physical development of city using map reconstruction technique in series from 1996 to 2011, 2) analysis of development factor of the city. Its analysis technique was conducted with interviews (primary survey) some informants and local people related to that reasons of living location selection based on period of 1996-2011. The interview results were verified in the field with secondary data (through analysis of maps, descriptions and figures) which acquired through secondary surveys and examined by related theoris to draw a final conclusion. The identification and analysis results found that physical development of Bau-bau City from (1996-2011) tend not to always evolve along the coast . It is seen from the direction of the physical development of the city is getting stronger toward the north, east , and west by the physical development of fan-like shape with the distribution pattern of settlement menjari concentric development, linear development and rebounder/leap frog development to the hilly areas. Factors dynamic forces (centrifugal force and centripetal force) that affect the physical development of Baubau city, namely policy factors, beside the population consider factor of population density, topography, legality and cheap land prices, facilities, and vehicle ownership. That is the factor that drives the emergence of settlements in the border area (land) and keep away from coastal areas / ports.
