KINERJA PENYULUH PERTANIAN SEBAGAI PENYEBAR INFORMASI, FASILITATOR, DAN PENDAMPINGAN DALAM PENCAPAIAN PROGRAM PENGEMBANGAN SAPI BALI (Bos Sondaicus) DI KABUPATEN MUNA PROVINSI SULAWESI TENGGARA

Penelitian ini bertujuan untuk menganalisis pengaruh karakter demografi penyuluh dan peternak binaan penyuluh terhadap kinerja penyuluh dan untuk menganalisis hubungan antara kinerja penyuluh dengan pencapaian program pengembangan sapi Bali. Pengambilan data dilakukan dengan metode survey melalui wawancara langsung dengan responden, baik penyuluh maupun peternak binaan penyuluh dengan menggunakan kuiesioner. Analisis data menggunakan analisis deskriptif dan analisis regresi berganda metode enter dan stepwise, dan analisis korelasi rank spearman. Hasil penelitian menunjukan bahwa faktor-faktor yang berpengaruh signifikan terhadap kinerja penyuluh pertanian dalam program pengembangan sapi Bali adalah pendidikan non formal penyuluh (P < 0,05). Umur, pendidikan formal, lama bertugas penyuluh pertanian, serta umur, pendidikan formal luas kepemilikan lahan, dan pengalaman peternak binaan penyuluh berpengaruh tidak signifikan terhadap kinerja penyuluh pertanian. Kinerja penyuluh pertanian memiliki korelasi positif dengan pencapaian program pengembangan sapi Bali (P < 0,01). Tingginya kinerja penyuluh maka tinggi pula pencapaian program pengembangan sapi Bali.

The aims of this study were to analyze the influence of extension workers demographic character and character of the farmers who were responsible guidance of the extension workers on extension workers performance, and to analyze relationship between the extension workers performance and the achievement of Bali cattle development program. Data were collected by survey method with direct interview with respondents, both extension workers and the farmers who were responsible guidance of the extension workers by using questionnaire. Data were analyzed by using descriptive analysis, multiple regression with enter and stepwise method, and spearman ranks correlation analysis. The results showed that factors that influenced performance of agricultural field extension workers as disseminator of information, facilitator, and guidance in Bali cattle development program was the nonformal education of extension workers (P<0.05). Age, formal education, and work experience of extension workers, and also the age, formal education, land ownership, and farming experience of the farmers who were responsible guidance of the extension workers did not significantly affect on the performance of agricultural field extension workers. The extension workers performance had positive correlation with the achievement of Bali cattle development program (p< 0.01). The high extension workers performance, the high achievement in Bali cattle development program.
