SISTEM PENDUKUNG KEPUTUSAN KELOMPOK UNTUK SELEKSI PROPOSAL PENELITIAN HIBAH BERSAING MENGGUNAKAN METODE FAHP DAN FMCDM (Studi Kasus: UPT P2M Politeknik Negeri Malang)

Unit Pelaksana Teknis Penelitian dan Pengabdian Masyarakat (UPT P2M) Politeknik Negeri Malang (Polinema) adalah unit yang berfungsi menyelenggarakan Penelitian Hibah Bersaing (PHB) secara mandiri. Tahapan pelaksanaan didalam pengelolaan PHB meliputi selektif administratif dan penilaian proposal oleh tim evaluator yang telah tersertifikasi oleh Direktorat Penelitian dan Pengabdian Masyarakat (DP2M) Pendikan Tinggi (Dikti). Keterbatasan UPT P2M Polinema adalah belum tersedianya tim evaluator yang diakui oleh Dikti sehingga membutuhkan model evaluasi yang dapat menghilangkan keterbasan waktu, lokasi serta dapat mengkolaborasikan hasil penilaian tim evaluator. Sistem Pendukung Keputusan Kelompok sebagai solusi permasalahan yang dihadapai oleh UPT P2M Polinema dikembangkan menggunakan metode Fuzzy AHP (FAHP) dan Fuzzy Multi Criteria Decision Making (FMCDM). Metode FAHP diterapkan dalam pemilihan dan penentuan bobot kriteria, sementara FMCDM digunakan dalam penilaian proposal, sintesa bobot dengan nilai proposal untuk setiap kriteria serta penentuan peringkat proposal. Hasil pengujian menunjukkan bahwa sistem pengambilan keputusan dengan menggunakan metode FAHP, dan FMCDM terbukti dapat menghasilkan peringkat alternatif dan kepastian diterima atau ditolaknya proposal PHB yang diajukan oleh peneliti.

Research and Community Service (RCS) of state Polytechnic of Malang is a unit that functions to hold Competition Research Grant (CRG) independently. There are some stages that have to be passed to manage CRG. The Stages comprise administration selection and proposal evalution by a certified team. The team assigned must have certification from the Directorate of Research and Community Service of Higher education Directorate. RCS faces some obstacles, one of which is an evalution that is recognized by Higher Education team Directorate hasn’t been available yet. Therefore , an evaluation model that is able to reduce time constraints, location and able to collaborate the evalution result is required. Group Decision Support System (GDSS) is a solution towards RCS problem it can be developed using Fuzzy AHP (FAHP) and FMCDM methods. FAHP methods is applied in select and determined the criteria quality, while FMCDM is used in evaluating proposal, syntehesis quality with the proposal score for each criteria and determining the rank of proposal. The testing result show that Decision Support system using FAHP and FMCDM method is able to result atlternative rank and whether a CRG proposal is accepted or refused
