ARAHAN PENATAAN MASTER PLAN KAWASAN PANTAI BARU PANDANSIMO BANTUL DENGAN PENERAPAN KONSEP ZERO WASTE

Permasalahan sampah pantai Baru Pandansimo Bantul muncul akibat kurangnya perhatian dan minimnya sistem pengolahan dan penanganan sampah. Adapun jumlah timbulan sampah kawasan pantai Pandansimo adalah berupa sampah daun Cemara Udang sebanyak 264 liter/hari (27%), sampah kuliner sebanyak 105 liter/hari (11%), sampah kotoran ternak (sapi) sebanyak 400 liter/hari (40%) dan sampah plastik sebanyak 217 liter/hari (22%). Zero waste adalah sebuah konsep yang diunggulkan dalam mengatasi permasalahan persampahan yakni dengan teknik pengolahan sampah baik dalam skala individu, rumah tangga hingga skala kawasan. Konsep umum zero waste adalah dengan prinsip 3R yakni Reduce, Reuse, dan Recycle. Penerapan konsep zero waste dalam skala kawasan adalah dengan penataan yang komprehensif terhadap elemen-elemen fisik kawasan yang bersinergi dengan sistem pengolahan dan penanganan sampah kawasan yang memadai serta fasilitas penunjang pengolahan sampah yang tertuang dalam sebuah model penataan berupa master plan kawasan. Variabel yang ditinjau dalam penelitian ini adalah terhadap setting fisik dan setting aktivitas kawasan serta aspek ketersediaan fasilitas fisik pengolahan sampah dalam kaitannya dengan sampah kawasan. Metode analisis yang digunakan dalam penelitian ini adalah metode analisis deskriptif kuantitatif dan kualitatif. Selain itu analisis juga diperkuat dengan menggunakan teknik pemetaan (overlay map) dan teknik kuisioner dimana dari hasil analisis menunjukan bahwa adanya hubungan antara permasalahan sampah kawasan dengan setting fisik berupa elemen pembentuk kawasan seperti tata guna lahan, tata bangunan, jaringan jalan, ruang terbuka, tata vegetasi dan signage serta setting aktivitas berupa aktivitas dan perilaku dalam menghasilkan sampah kawasan. Dari hasil temuan maka diperoleh kesimpulan dan usulan berupa rekomendasi dalam bentuk arahan desain atau design guidelines yang berdasar pada hasil analisis sehingga pemecahan masalah sampah dengan konsep kawasan zero waste pada kawasan Pantai Baru Pandansimo menjadi tepat dan sesuai dengan kondisi dan karakteristik kawasan.

The waste problems in Pandansimo Baru beach appears due to lack of attention and lack of waste handling and processing systems. As for the amount of waste quantity of Pandansimo Baru beach area is in the form of a waste leaf of “Cemara Udang” as much as 264 litres/day (27%), leftovers of food culinary as much as 105 litres/day (11%) livestock feces (cow) as much as 400 litres/day (40%) and plastic waste as much as 217 litres/day (22%). Zero waste is a concept that was seeded in overcoming problems of waste by waste processing technique in the scale of the individual, the household until the scale area. Zero waste is a general concept with the principles of 3R: Reduce, Reuse, and Recycle. The application of the concept of zero waste in the scale area with a comprehensive arrangement of the physical elements that synergize with the waste handling and processing system, facilities supporting the processing of waste is contained in a model of the arrangement in the form of master plan. Variables that are reviewed in this research is the physical setting and the pattern of activity in the region as well as the aspect of availability of waste treatment facilities in relation to the distribution of waste. Methods of analysis used in this study is a descriptive analysis of the methods of quantitative and qualitative. In addition to this analysis are also amplified by using mapping techniques (overlay maps) and engineering questionnaire where the results of the analysis show that there is a relationship between the waste problem area with the setting of the physical form of the element forming region such as land use, buildings, street networks, open space, vegetation and signage as well as the activity pattern in this area. Results of the analysis and the conclusions obtained are then proposed into a recommendation and arranging the master plan of Pandansimo Baru beach area with the concept of zero waste so that the solving of the waste problem will be appropriate and accordance with the conditions and characteristics of the area.
