Analisis Gap Pemahaman PUK dalam Implementasi SMM Berbasis ISO 9001:2008 di SMK Negeri 1 Kota Tasikmalaya, Tesis, Magister Manajemen Universitas Gadjah Mada Yogyakarta. Upaya peningkatan kualitas layanan yang digalakan pemerintah selama ini adalah untuk memberikan pelayanan kepada pelanggan dengan standar yang jelas. SMK Negeri 1 Kota Tasikmalaya mencoba merespon upaya peningkatan layanan tersebut dengan mengimplementasikan SMM berbasis ISO 9001:2008. Sebagai konsekuensi logisnya sebagaimana Singh dan Sareen (2006) simpulkan bahwa penelitian lebih lanjut diperlukan untuk sepenuhnya menilai konsekuensi dari penerapan ISO 9000 di lembaga pendidikan, Penelitian ini dilakukan untuk mengidentifikasi pemahaman 13 orang PUK dalam implementasi SMM Berbasis ISO 9001:2008 di SMK Negeri 1 Kota Tasikmalaya. Tingkat pemahaman PUK dalam penelitian ini diukur dari diklat kesadaran mutu dan memiliki sertifikat, pengakuan dirinya tentang pemahaman pada instruksi kerja, pengakuan dari PUK lain, dan kelengkapan dokumen yang menjadi tanggung jawabnya pada unit kerja masing-masing. PUK dikategorikan paham, apabila memenuhi keempat persyaratan tersebut, cukup paham jika memenuhi dua atau tiga persyaratan kecuali persyaratan kelengkapan dokumen. PUK dikategorikan kurang paham, apabila persyaratan kelengkapan dokumen tidak terpenuhi. Metode Penelitian yang digunakan adalah metode deskriptif dengan menganalisis hasil wawancara, daftar periksa, data primer maupun data sekunder yang terdapat di SMK Negeri 1 Kota Tasikmalaya. Data selanjutnya dianalisis secara kualitatif, menggunakan Analisis Model Interaktif yang meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan dari 13 orang PUK terkategorikan 4 orang paham, 6 orang cukup paham dan 3 orang kurang paham. Hal ini menunjukkan adanya gap pemahaman yang berpotensi menghambat implementasi SMM berbasis ISO 9001:2008. Peningkatan pemahaman PUK yang ditempuh sekolah melalui:1).Diklat kesadaran mutu;2.Pengarahan mengenai implementasi SMM berbasis ISO 9001:2008 pada unit kerja;3.Rapat dinas mengevaluasi implementasi SMM berbasis ISO 9001:2008;4).Buku panduan penerapan SMM berbasis ISO 9001:2008, serta sosialisasi dari PUK yang sudah paham kepada yang kurang paham belum dirasakan efektif. Saran yang peneliti ajukan adalah PUK harus menyederhanakan dokumendokumen SMM berbasis ISO 9001:2008 sesuai dengan bidang garapannya masing-masing. Pendekatan peningkatan pemahaman PUK dengan sistem pelatihan yang terstruktur berdasarkan matrik kompetensi yang sistematis. Sekolah memberikan penghargaan bagi PUK yang berupaya mensosialisasikan implementasi SMM berbasis ISO 9001:2008 untuk dipilih kembali sebagai calon ketua PUK pada periode pemilihan berikutnya.

Efforts to improve the quality of service that heralded this time the Government is to provide service to customers with clear standards. SMK Negeri 1 Kota Tasikmalaya try to respond to efforts to improve the service by implementing ISO 9001:2008-based QMS. As a logical consequence, as Singh and Sareen (2006) conclude that further research is needed to fully assess the consequences of the application of ISO 9000 in educational institutions, This study was conducted to identify the 13 people PUK understanding the implementation of ISO 9001:2008 based QMS in SMK Negeri 1 Kota Tasikmalaya. PUK level of understanding in this study measured the quality of training and have certificates awareness, recognition of his work on understanding the instructions on each unit, the recognition of other PUK, and the documents that are the responsibility of the respective unit. PUK categorized understand, if it meets all four of these requirements, please understand if it meets two or three terms unless the terms of the documents. PUK categorized not understand, if the conditions are not met the complete document. The research method used is descriptive method to analyze the results of interviews, checklists, primary data and secondary data contained in SMK Negeri 1 Kota Tasikmalaya. Data were then analyzed qualitatively, which includes data reduction, data display and conclusion. The results showed 13 people PUK uncategorized 4 people understand, 6 people and 3 people know enough not understand. This shows the gap of understanding that could potentially hinder the implementation of QMS based on ISO 9001:2008. Improved understanding of the PUK taken the school through: 1). Awareness training quality; 2.Briefing based on the implementation of ISO 9001:2008 QMS on work unit; 3.meeting evaluate agency implementation based on ISO 9001:2008 QMS; 4). Handbook of SMM based on ISO 9001:2008, as well as the dissemination of the PUK are already familiar to the less familiar yet considered to be effective. Suggestions that researchers should ask is PUK simplify documents based on ISO 9001:2008 QMS in accordance with his cultivated fields, respectively. Approach to an improved understanding of the PUK with a structured training system based on systematic competence matrix. Reward schools that attempt to socialize agi PUK based implementation of QMS ISO 9001:2008 for reelection as a candidate for chairman of the PUK in the next election period.
