STRATEGI PENGELOLAAN KAWASAN HUTAN PRODUKSI AB (Afgeschreven djati-Bosch) DI KABUPATEN GUNUNGKIDUL DAERAH ISTIMEWA YOGYAKARTA

Kawasan hutan produksi AB yang tertuang dalam Surat Keputusan (SK) Menteri Kehutanan dan Perkebunan No.197/Kpts-II/2000 Tanggal 12 Juli 2000 memberikan informasi ketidakpastian dalam hal penunjukannya. Keputusan ini menimbulkan ketidakjelasaan tentang kepastian kawasan hutan AB, sehingga kepastian wilayah kelola juga belum bisa terpenuhi. Penelitian ini bertujuan untuk : (1) Mengetahui kepastian dan kondisi kawasan hutan AB, (2) Mereview penentuan status fungsi kawasan hutan AB, (3) Mengetahui potensi sumberdaya hutan AB, (4) Mengetahui kondisi sosial ekonomi dan pemanfaatan kawasan hutan AB, dan (5) Menyusun strategi pengelolaan kawasan hutan AB. Metode yang digunakan adalah pengukuran dan pemetaan lapangan dengan software ArchGis, reskoring kawasan hutan AB, inventarisasi potensi tegakan serta kondisi sosial budaya, dan analisis SWOT untuk penentuan strategi pengelolaan kawasan hutan AB. Hasil penelitian menunjukan bahwa kepastian kawasan hutan AB Kabupaten Gunungkidul yang didasarkan pada Surat Keputusan (SK) Menteri Kehutanan dan Perkebunan No.197/Kpts-II/2000 tanggal 12 Juli 2000 sangat lemah. Kawasan hutan AB telah dimanfaatkan masyarakat untuk berbagai kepentingan secara turun temurun. Berdasarkan hasil reskoring diketahui bahwa kawasan hutan AB yang berfungsi lindung (HL) seluas 601 Ha (33,9 %), hutan produksi terbatas (HPT) 644 Ha (36,3 %), dan hutan produksi (HP) 528 Ha (29,8%). Potensi kayu pada kawasan hutan AB tergolong kecil yaitu 18,07 m3/ha. Tingkat interaksi sosial ekonomi masyarakat sekitar kawasan hutan pada hutan AB tergolong erat.Berdasarkan analisis SWOTsaat ini kondisi kawasan hutan AB berada pada kuadran III (strategi turn-arround), dengan strategi terpilihnya adalah : penunjukan kembali kawasan hutan AB, pelaksanaan in-out kawasan hutan, penyesuaian kembali penentuan status fungsi, penerapan agroforestri, pemanfaatan peluang skema pemberdayaan masyarakat, dan pembentukan unit manajemen pengelolaa hutan AB pada tingkat desa.

Uncertainty about designation of AB production forest area emerged from the stipulation of Ministerial Decree of Minister of Forestry No. 197/Kpts-II/2000. As the consequences of uncertainty of forest area, there is no confirmation of its management area. The aims of the research are: (1) to find out the certainty and condition of AB forest area; (2) to review the designation of status of AB forest area; (3) to find out the forest resource potency; (4) to find out the social economic condition and the utilization of AB forest area; and (5) to develop the management strategy of AB forest area. The methodologies used in the research are measurement and mapping using ArcGis software; re-scoring of AB forest area; standing stock inventory and socio-culture condition; and SWOT analysis for determination of management strategy of AB forest area. The research’s result shows that Ministerial Decree of Minister of Forestry No. 197/Kpts-II/2000 gives very weak area confirmation of AB forest area in Gunungkidul. This forest area has been utilized by the people for their living needs in generations. The result of re-scoring shows that in AB forest area, 601 Ha (33,9 %) is protected area, 644 Ha (36,3%) is limited production forest, and 528 Ha (29,8 %) is production forest. The standing stock of the AB forest area is categorized as low, 18,07 m3/Ha. There is strong socio-economic interaction between surrounding people with the AB forest area. SWOT analysis shows that AB forest area lies in the third quadrant (Turn-Arround strategy). The selected strategies are: re-designation of the AB forest area, implementation of in-out of the forest area, re-adjustment of determination of its function status, implementation of agroforestry, maximizing the opportunity to use community empowerment scheme, and development of AB forest management unit at village level.
