According to the World Bank report in 1994, the lack of institutional autonomy has led to poor relevance of course provision and slow institutional response to the needs of society. Experience shows that if public institutions are to achieve higher quality and greater efficiency, governments will need to implement sweeping reforms in financing designed to mobilize greater private financing for public higher education. Diversifying the funding of public institutions and introducing incentives to their performance is needed and be one of higher education reform strategy by the World Bank. To be able to seek their own sources of funding, public higher education institutions Indonesia with the status of Perguruan Tinggi Negeri (PTN) requires a change of status order to become more autonomous. It is set in the autonomy of higher education policies that implemented in Indonesia since 1999. Furthermore, it regulated by Undang-Undang Badan Hukum Pendidikan that enacted in 2009 was canceled by the Mahkamah Konstitusi through judicial review process. Although it is a dilemmatic decision, Indonesia still applying a strategy to diversify sources of funding public higher education institutions. Efficiency, interests and norms are the three things that affect the Indonesia propensity to comply to the international regulation
