EVALUASI KINERJA SISTEM INFORMASI KESEHATAN DI PROPINSI KEPULAUAN BANGKA BELITUNG

Latar Belakang: Peran sistem informasi kesehatan (SIK) adalah menghasilkan, menganalisa, menyebarkan data dan informasi untuk pengambilan keputusan, namun prakteknya jarang berfungsi secara sistematis. Pengembangan SIK tingkat propinsi menjadi isu strategis dalam pembangunan kesehatan, saat ini baru beberapa propinsi di Indonesia yang mengembangkan SIK terintegrasi. Banyaknya pengalaman propinsi yang gagal dalam pengembangan SIK menarik untuk dilakukan penelitian mengenai strategi penguatan SIK tingkat propinsi. Dalam kerangka PRISM, terlihat bahwa evaluasi SIK perlu dilakukan untuk memperkuat dan meningkatkan kinerja SIK dengan mengukur hubungan antara kinerja SIK, proses dan faktor teknis, organisasi dan perilaku. Tujuan : Untuk mendiskripsikan kinerja SIK berdasarkan faktor teknis, organisasi, perilaku, proses dan output SIK. Metode : Merupakan penelitian studi kasus, pengumpulan data menggunakan kuesioner semi terbuka bagi pengelola SIK Dinas Kesehatan Propinsi dan 7 (tujuh) Dinas Kesehatan Kabupaten/Kota. Data dianalisis dengan tabulasi PRISM dan diintepretasikan secara naratif. Hasil : Secara teknis dan organisasi masih lemah, kompleksitas pelaporan dan prosedur pengisian rendah, pengumpulan dan pelaporan terfragmentasi dan tumpang tindih. Integrasi sistem informasi belum terjadi, sistem sepenuhnya manual. Penilaian tata kelola masih nol, perencanaan, supervisi dan pembiayaan meskipun masih rendah namun sudah mulai ada. Faktor perilaku menjadi kekuatan dari SIK hal ini ditunjukkan dengan tingginya nilai pada kemampuan petugas SIK dalam memeriksa kualitas data, kompetensi petugas SIK, dan motivasi petugas SIK, namun demikian kemampuan pemecahan permasalahan SIK masih rendah. Proses SIK sudah berjalan meskipun masih manual, output SIK secara kualitas untuk kelengkapan data baik, ketepatan waktu kurang, dan kaeakurasian data tidak dapat dinilai karena sistem sepenuhnya masih manual. Penggunaan informasi berkelanjutan sudah dilakukan dengan adanya umpan balik ke fasilitas, adanya keputusan yang diambil berdasarkan data dan informasi yang dihasilkan dan tindak lanjut dari keputusan. Kesimpulan : Secara teknis dan organisasi SIK di Propinsi Kepulauan Bangka Belitung masih lemah, faktor perilaku yang menjadi kekuatannya. Proses SIK berjalan manual, kinerja SIK secara kualitas hanya dapat dinilai kelengkapan dan ketepatan waktu pelaporan, dan sedangkan untuk keakurasian pelaporan tidak dapat dinilai.

Background: The role of health information systems (HIS) is produced, analyze, disseminate data and information for decision-making, but the practice is rarely function systematically. HIS provincial development into strategic issues in health development, currently only a few provinces in Indonesia are developing an integrated health information system. Amount of experience in the development of the province failed HIS interesting to do research on strategies to strengthen HIS provincial level. In the PRISM framework, it appears that HIS evaluation needs to be done to strengthen and improve performance by measuring the relationship between HIS performance, process, technical, organizational and behavior factors . Purpose: This study aimed to describe the performance of HIS by process, output HIS, technical, organizational, and behavioral factors. Methods: A case study, collecting data using a semi-structured questionnaire for the managers of the Provincial Health Office HIS and 7 (seven) District Health Office. Analysis of data with PRISM tabulated and interpreted in the narrative. Results: Technically and organizations is still weak, reporting complexity and low charging procedures, collection and reporting of fragmented and overlapping. Integration of information systems has not occurred, the system is fully manual. Governance assessment is still zero, planning, supervision and financing although still low but have started there. Behavioral factors become forces of HIS as shown by the high value on the ability of officers to check the quality of data HIS, personnel competence and motivation HIS officers, however, the problem solving ability of HIS is still low. HIS process is already running although still manual, the HIS output quality for both data completeness, timeliness is less, and kaeakurasian data can not be fully assessed because the system is still manual. Sustainable use of the information is done through feedback to facilities, the decisions made based on the data and information generated and follow-up of decisions. Conclusion: Technically and HIS organizations in the province of Kepulauan Bangka Belitung is still weak, a factor that behavior into strength. Manual processes running HIS, HIS performance can only be judged by the quality of the completeness and timeliness of reporting, and while the reporting accuracy can not be assessed.
