Konsep manajemen publik yang baru turut memberikan perubahan paradigma manajemen pemerintahan menuju sistem pemerintahan yang fleksibel dan profesional. Konsep tersebut memberikan penekanan pada target kinerja pada pemenuhan hasil bukan hanya sebatas pemenuhan kebijakan ataupun pemenuhan kewajiban. Tujuan penelitian ini adalah untuk mengetahui kesesuaian indikator kinerja Pemerintah Kota Yogyakarta serta menjelaskan indikator kinerja program/kegiatan SKPD dalam mendukung capaian kinerja Pemerintah Kota Yogyakarta. Penelitian ini menggunakan model kesesuaian dengan Inpres 7/1999 dengan model analis logis. Analisis dilakukan terhadap dokumen perencanaan hingga laporan kinerja Pemerintah Kota Yogyakarta dan SKPD. Wawancara dan penyampaian kuesioner dilakukan untuk mengetahui kendala atau hambatan dalam penyusunan indikator kinerja. Hasil Penelitian menunjukkan bahwa indikator kinerja Pemerintah Kota Yogyakarta bahwa indikator kinerja belum menunjukkan kesesuaian informasi (hubungan logis) antara dokumen perencanaan hingga dokumen pelaporan. Indikator kinerja SKPD/Unit kerja sebagian besar belum menunjukkan indikator berbasis hasil sehingga belum sepenuhnya mendukung kinerja Pemerintah Kota Yogyakarta.

The New Public Management changes government paradigm towards public management system that is more flexible and professional than the old one. NPM concept emphasizes more on performance targets on the fulfillment of the outcomes the following the policy or rules. This study is to investigate the performance of indicators in Government of Yogyakarta City using Inpres 7/1999 approach. The purpose of this study is to determine the suitability of the performance indicators and to explain the performance indicators of SKPD program or activities to support achievement of the Yogyakarta City Govermance performance. This study uses performance based Inpres 7/1999 model with logic model analysis and four quadrant analysis. The analysis was conducted from planning document up to performance report (LAKIP) of Yogyakarta City Government and SKPD/unit. Interviews and questionnaires were conducted to explore the contraints in the preparation of the performance indicators. The results show that performance indicators have not demonstrated the suitability of information from planning document up to performace reporting. The results also show that most of performance indicators of SKPD have not resultbased performance indicators, thus not fully support the Government performance
