ANALISIS PENERAPAN MODEL KEMITRAAN PEMERINTAH DAN SWASTA DI BIDANG TRANSPORTASI PUBLIK (Studi Kasus Mengenai Kerjasama Bus Trans Jogja)

Kemitraan yang di jalankan antara pemerintah dan swasta merupakan bentuk kerjasama yang memiliki posisi yang setara antara kedua belah pihak, baik pemerintah maupun pihak swasta yang terikat dalam satu kontrak atau perjanjian kerjasama. Ditengah-tengah keterbatasan sumberdaya baik oleh pemerintah maupun swasta maka, dengan kemitraan merupakan sebuah pilihan kerjasama yang saling memberikan kemudahan karena adanya joint atau penggabungan sumberdaya oleh masing-masing pihak. Penelitian ini bertujuan untuk mengetahui proses dari kemitraan tersebut dibangun dan implikasi kemitraan terhadap kualitas pelayanan publik setelah di implementasikan. Penelitian ini dilakukan di provinsi Yogyakarta dengan kajian studi kasus pada kerjasama bus Trans Jogja. Metode dalam penelitian ini adalah jenis penelitian deskriptif dengan menggunakan metode deskriptif kualitatif, dimana data primer diperoleh dari hasil wawancara mendalam dengan narasumber atau informan yang merupakan informan kunci. Selain itu data juga berasal dari dokumen maupun observasi yang dilakukan di lokasi penelitian. Teknik analisa data yang dilakukan dengan cara pengumpulan data, interpretasi data, dan menyimpulkan hasil interpretasi. Hasil penelitian ini mengungkapkan bahwa, dari proses hingga terbentuknya kesepakatan kerjasama disektor transportasi publik antara pemerintah provinsi D.I Yogyakarta dengan pihak swasta menunjukan bahwa kerjasama ini dibangun atas kondisi dan latar belakang buruknya persoalan transportasi publik yang begitu kompleks dan memprihatinkan. Adapun latarbelakang kemitraan dengan sistem Buy The Service atau (pembelian layanan), karena dengan sistem hanya dengan sistem inilah yang sangat memungkinkan pihak swasta untuk bergabung kerjasama dengan pihak pemerintah. Dengan kemitraan ini diharapkan akan menjadikan sistem transportasi akan menjadi lebih baik dari sebelumnya. Namun faktanya setelah di kerjasama ini diimplementasikan terdapat banyak kompleksitas persoalan yang terjadi diantaranya, sarana dan prasrana (infrastruktur) yang tersedia seperti shelter yang ada masih kurang dan yang ada letaknya pun tidak strategis, terdapat kekurangan bus akibat dari ada beberapa yang rusak karena tidak terpelihara dengan baik, sumberdaya manusia yang ada pada shelter bus terlalu banyak. Dari sisi pelayanan bus, bus sering mengalami keterlambatan, fasiltas dan kondis armada bus kurang terpelihara dengan baik, sikap petugas shelter maupun awak bus bersikap diluar batas kewajaran seperti lalai dalam memberikan informasi kepada penumpang. Sedangkan untuk pengawasan operasional bus tidak dilakukan dengan baik sehingga banyak persoalan yang terjadi seperti pelangaraan diluar ketentuan Standar Pelayanan Minimum (SPM), sistem pengawasan terhadap tiket pun juga demikian kurang baik sehingga sangat rentan dan yang terjadi ditemukan penyalagunaan uang tiket oleh para petugas shelter, dan pengawasan terhadap Penggunaan Anggaran Biaya Operasional Kendaraan (BOK) pun masih sangat lemah, kelemahan ini terjadi akibat dari sistem pengawasan yang dijalankan tidak secara maksimal.

The partnership run by the government and the private sector is a form of cooperation that has equivalent positions between the two parties, both the government and private sector are bound in a contract or agreement. In the middle of limited resources, both in the government and the private sector, then the partnership is a good option that provides conveniences due to the process of joint venture or the merging of resources by each party. This study aims to determine how the process of the partnership is built, and the implications of the partnership on the quality of public services after being implemented. The research is conducted in the province of Yogyakarta with the case study on the partnership of Trans Jogja bus. Research method for this This study is descriptive study using qualitative descriptive method, where the primary data are obtained from indepth interview on informants who are the key information sources. the additional data are obtained from documents and observations conducted in the location of study. The data analysis is conducted through collecting data , interpreting data , concluding the interpretation results . Results of this study reveals that, from the beginning to the formation of a cooperation agreement in the public transport sector between the provincial government of Yogyakarta with the private sector, it is indicated that this cooperation is built based on the background of the poor public transportation system, which is in the extremely complex and alarming condition. Meanwhile, the background of the selection of partnership system which in this case Buy The Service, because this is the only system that allows the private sector to join in the partnership with the government. This partnership is expected to make the transportation system better than before. But in fact, after this partnership being implemented, there are many complexities of the problems that occur. Among them: the lack of availability of facilities (infrastructure) such as shelters, and even the locations of the existing shelters are not strategic, there is shortage of buses caused by damage as an impact of poor maintenance, too many human resources working at the bus shelters. About the bus services: delays often occur, facility and fleet of buses are not well maintained, the attitude of bus shelter officers and crews tends to be unprofessional, such as negligent in providing information to passengers. As for the operational supervision of the bus is violation of Minimum Service Standards (MSS), supervision of the ticketing system is not in the good condition so it is so vulnerable, the abuse of money obtained from the ticket sale by the shelter officers, and supervision of Use of Vehicle Operating Budget which is still very weak, this weakness is an impact of the surveillance system which does not run optimally.
