ANALISIS ASPEK SEARCH ENGINE OPTIMIZATION (SEO) PADA WEBSITE-WEBSITE RESMI PEMERINTAH

Untuk mendukung pengembangan dan implementasi e-government, setiap institusi pemerintah wajib memiliki website. Faktanya, berdasarkan penelitian yang dilakukan oleh Pew Research Center, diketahui bahwa 91% pengguna internet menggunakan search engine untuk menemukan informasi. Dengan kata lain, sebuah website akan mendapatkan banyak kunjungan yang tepat sasaran apabila menempati peringkat atas pada Search Engine Result Pages (SERPs). Sebuah metode atau cara untuk membuat sebuah website menempati peringkat atas pada SERPs dikenal dengan Search Engine Optimization (SEO). Penelitian ini bertujuan untuk (1) mengetahui sejauh mana penerapan SEO pada websitewebsite resmi pemerintah di Indonesia, (2) mengetahui teknik SEO yang paling berpengaruh dan (3) mengetahui pengaruh penerapan SEO terhadap peringkat sebuah halaman website. Untuk mencapai tujuan ini, 41 website resmi pemerintah diukur mengacu pada Google SEO Starter Guide. Selain itu, empat perlakuan SEO diterapkan pada empat buah website baru dan dibandingkan peringkatnya. Terakhir, sebuah artikel pada halaman website pemerintah dimodifikasi dengan teknik SEO menjadi sebuah halaman website tiruan, kemudian peringkat antara halaman website tiruan tersebut dibandingkan dengan peringkat halaman website aslinya. Hasil penelitian menunjukkan SEO Score pada 41 website resmi pemerintah hanya menghasilkan nilai rata-rata 46,86 dari skala 1 – 100. Website dengan penerapan kombinasi onpage and off-page SEO memiliki peringkat paling baik dibandingkan dibandingkan dengan website dengan penerapan on-page SEO, website dengan penerapan off-page SEO dan website tanpa perlakuan SEO. Kecuali untuk sebuah keyword yang diujikan, website dengan penerapan onpage SEO memiliki peringkat yang paling baik dibandingkan dengan ketiga website lain karena keyword yang persis sama dengan nama domain. Selain itu, halaman website tiruan yang diterapkan teknik SEO akan memiliki peringkat yang lebih baik daripada halaman website tanpa penerapan SEO.

In order to support the development and implementation of e-government, any government institution is required to have an official website. In fact, according to a study conducted by Pew Research Center, it is found that 91% of internet users use search engine to find information in the internet. In other words, a website will get a huge of targeted visitors when it has top ranking on Search Engine Result Pages (SERPs). A method or technique to make a website get top ranking on SERPs, called as Search Engine Optimization (SEO). The objectives of this study are to (1) determine the extent of implementation of SEO on the Indonesian government’s official websites (2) determine the most influential SEO technique and (3) determine the effect of applying SEO to rank a web page. To achieve these aims, 41 government’s official websites in Indonesia measured refer to Google SEO Starter Guide. In addition, four SEO treatments implemented on four different brandnew websites and the ranking of its compared. The last, an article of the one of goverment’s web page modified by using SEO techniques as an imitation web page, then the ranking of an imitation web page compared to an original web page. The study shows SEO Score towards 41 government’s official websites only result average score of 46.86 from 1-100 range. A website with implementation of combination between on-page and off-page SEO has the best ranking than a website with implementation of on-page SEO only, off-page SEO and the one without any SEO treatment. In exception, for a keyword treated, a website with implementation of on-page SEO was able to achieve best ranking compared to the other three websites because that keyword matchs with the domain name. In addition, an imitation web page with implementation of SEO techniques will achieve better ranking than an original web page with no implementation of SEO.
