This research aim to know why Indonesian’s compliance of children's rights only in legislation and policy, while the implementation is still lacking, and the reason Indonesia ratified the Convention on the rights of the child. The main argument is: CroC has high legalization; high obligation, precision and delegation. Associated with national interests and Indonesian’s reputation in international view. This research will be conducted with technique of library research or bibliography study including literature, journal, bulletin, magazine, newspaper, internet, as well as data collecting of sources able to assist to develop and give aspiration for writer. The result of the research show the low of implementation of the Convention on the Rights of the Child to protect children's rights in Indonesia are caused by: (1) weakness of the implementation of child protection laws, (2) the tradition caused violation of children's rights, such as early marriage, (3) the limited budget led to child prisoners are placed together with adult prisoners, (4) children viewed as second-class citizens who do not have an impact on politics.
