ANALISIS PENERAPAN SISTEM INFORMASI MANAJEMEN RUMAH SAKIT MENGGUNAKAN METODE UTAUT DAN TTF

Departemen Kesehatan RI telah mengeluarkan kebijakan yang menjadi pedoman bagi penyelenggaraan pembangunan kesehatan yang dilaksanakan oleh pemerintah maupun swasta dalam rangka meningkatkan mutu pelayanan kesehatan di rumah sakit. Peningkatan mutu ini berupa penerapan sistem informasi disetiap rumah sakit. Rumah sakit PKU Muhammadiyah Sruweng sebagai salah satu rumah sakit swasta di daerah Kebumen, saat ini tengah berusaha untuk meningkatkan pelayanan kesehatan kepada masyarakat dengan mulai menerapkan Sistem Informasi Manajemen Rumah Sakit (SIMRS). Penerapan SIMRS saat ini masih mengalami kendala dan hambatan ditingkat penerimaan pengguna. Masih banyaknya hal yang bersifat operasional dan manajerial, membuat penerapan SIMRS tidak berjalan dengan baik. Penelitian ini melakukan analisis terhadap hasil penerapan SIMRS dari sisi tingkat penerimaan pengguna, menggunakan Model Gabungan Unified Theory of Acceptance and Usage of Technology (UTAUT) dan Task Technology Fit (TTF). Model gabungan ini dipilih karena model ini dapat memberikan penjelasan tingkat penerimaan pengguna terhadap teknologi dari sisi pengguna (user), lingkungan (social) dan teknologi. Model ini melibatkan delapan variabel yang terdiri dari task characteristics (karakteristik tugas), technology characteristics (karakteristik teknologi), task-technology fit (kesesuaian tugas-teknologi), performance expectancy (kinerja yang diharapkan), effort expectancy (tingkat kemudahan yang diharapkan), social influence (pengaruh sosial), facilitating conditions (kondisi fasilitas yang ada) dan user adoption (penerimaan pengguna). Berdasarkan hasil penelitian terhadap data yang diperoleh dari RS PKU Muhammadiyah Sruweng, maka dapat disimpulkan bahwa variabel yang mempengaruhi keberhasilan penerapan SIMRS adalah variabel pengaruh sosial dan kondisi fasilitas yang ada. Keberhasilan penerapan SIMRS di RS PKU Muhammadiyah Sruweng dipengaruhi oleh adanya dukungan dan dorongan dari pihak manajerial kepada para pengguna SIMRS serta tersedianya kondisi fasilitas yang memadai di lingkungan rumah sakit untuk menggunakan SIMRS.

Ministry of Health RI has issued a policy to guide the implementation of health development undertaken by the government and private sector in order to improve the quality of health services at the hospital. This quality improvement is formed by the implementation of information systems in every hospital. PKU Muhammadiyah Sruweng Hospital as one of the private hospitals in the area Kebumen, is currently trying to improve health services to the community by starting to implement the Hospital Management Information System (HMIS). The implementation of HMIS is still having problems and obstacles in the level of user acceptance. There are still many operational and managerial things that, makes the implementation of HMIS not properly running. This research study analyses the results of the implementation of HMIS from the user acceptance levels, using the integration model of the Task Technology Fit (TTF) and the Unified Theory of Acceptance and Usage of Technology (UTAUT). This hybrid model was chosen because it can provide an explanation of user acceptance of the technology level of the user, environmental (social) and technology. This model involves eight variables consisting of task characteristics, technology characteristics, task-technology fit, performance expectancy, effort expectancy, social influence, facilitating conditions and user adoption. Based on the results of this reasearch study using the data obtained from PKU Muhammadiyah Sruweng Hospital, it can be concluded that the variables that influence the successful implementation of HMIS are social influence and facilitating conditions. Successful implementation of HMIS at PKU Muhammadiyah Sruweng Hospital is influenced by the support and encouragement from the managerial to HMIS users and the availability of adequate facilities in the hospital to implement the HMIS.
