PENGOLAHAN ARSIP CITRA BERGERAK (MOVING IMAGES) DI LEMBAGA PENERBANGAN DAN ANTARIKSA NASIONAL (LAPAN)

Media arsip bukan hanya media tekstual, tetapi informasi yang terekam dapat berupa media lain seperti audio visual yang merupakan arsip bentuk khusus. Video merupakan salah satu arsip audio visual yang memiliki rekaman informasi tentang suatu kejadian dan peristiwa tertentu. Informasi tersebut mampu memberikan penjelasan atau gambaran peristiwa yang memiliki nilai guna tinggi, namun pada saat ini belum sepenuhnya terkelola dengan baik. Pencarian menjadi tidak efektif dan keberadaan video yang telah mulai usang mencerminkan pengolahan yang belum maksimal. Dengan pengolahan video sesuai standar kearsipan ini instansi dapat memenuhi kebutuhan informasi dan kepentingan lain, baik bagi instansi maupun masyarakat yang lebih luas . Dalam penelitian ini metode yang digunakan terdiri dari 4 metode pengumpulan data, yaitu praktek kerja lapangan , wawancara lisan secara langsung dengan pegawai, studi dokumentasi dan terakhir studi pustaka dengan menggunakan buku referensi yang terkait dengan penelitian di Lembaga Penerbangan dan Antariksa Nasional (LAPAN). Penelitian ini bertujuan untuk mengetahui serta memahami pengolahan video, penemuan kembali jika suatu saat dibutuhkan, dan bagaimana perawatan arsip video agar terus terjaga dan terjamin keberadaanya. Hasil penelitian menunjukan bahwa pengolahan video yang dihasilkan di LAPAN belum dilakukan secara maksimal. Kekurangan tersebut kemudian diperbaharui sesuai dengan standar kearsipan yang berlaku terkait dengan pengolahan video. Selain itu, perawatan dan pemeliharaan dilakukan untuk menjamin keberadaan arsip video yang memiliki nilai guna tinggi.

Record not only conventional, but the information recorded which can be another media such as audio-visual archive which is a special form. Video is one of the audio-visual archive has recorded information about an event and a particular event. Such information is able to provide an explanation or description of events that have a high use value, but not currently fully managed properly. Search becomes ineffective and the existence of a video that has started processing the obsolete reflect not maximized. Video processing in accordance with the standards of archival institutions can meet the information needs and interests of others, both for institutions and the wider society. In this study the method used consists four methods of data collection, the practice of fieldwork, oral interview directly with employees, documentation studies and recent literature using reference books related to research at Lembaga Penerbangan dan Antariksa nasional (LAPAN). This study aims to determine and understand the moving image processing, the recovery if a time of need, and how to care moving image archive to keep awake and guaranteed its existence. The results showed that the resulting processing in LAPAN has not done optimally. Disadvantages are then changed in accordance with the applicable standards or records keeping associated with moving image processing. Additionally, care and maintenance is done to ensure the existence of a video archive that has high utility value.
