Evaluasi perencanaan stratejik RSUD Tabanan dengan rerangka balanced scorecard

2001 | Tesis | S2 Kesehatan MasyarakatPenelitian ini bertujuan untuk mengetahui proses penyusunan perencanaan stratejik, mengevaluasi dokumen perencanaan stratejik dengan rerangka balanced scorecard serta menentukan cara evaluasi penerapanan strategi di RSUD Tabanan. Dengan wawancara, pengamatan langsung dan group interview diharapkan dapat diketahui apakah proses penyusunan perencanaan stratej ik sudah sesuai dengan standar ideal ( g o l d s t a n d a r d ) , apakah perencanaan stratejik yang disusun sudah komprehensif, koheren, seimbang dan terukur, serta bagaimanakah cara mengevaluasi penerapan strategi di RSUD Tabanan. Hasil penelitian ini menunjukkan bahwa proses penyusunan perencanaan stratejik didasarkan pada pendekatan " top down" dan belum sepenuhnya mengikuti standar ideal. Perencanaan stratejik yang disusun juga belum komprehensif, koheren, seimbang dan terukur. Cara evaluasi yang dipergunakan saat ini adalah evaluasi proyek dan program. Sedangkan aspek evaluasi penerapan strategi yang berhasil disusun dikelompokkan dalam empat perspektif yaitu : (1) perspektif p e o p l e , (2) perspektif proses pelayanan, ( 3 ) perspektif customer, dan (4) perspektif p r o f i t . This study was aimed to examine process of strategic planning arrangement, to evaluate the document of strategic plan using balanced scorecard, and top arrange evaluation method of strategic they implemented in Tabanan Local Hospital. This study used interview, direct examination, and group interview to find out the process of strategic planning that suit to ideal standard (gold standard), to find out wheter the strategic planning they arranged has been comprehensive, coherence, balanced, and measured, and to know evaluation method of strategic they implemented in Tabanan Local Hospital. The result of the study showed that process arrangement of strategic planning based on top down approximation nor it was not follow the ideal standard (gold standard) yet. Strategic planning that was arranged was not comprehensive, coherence, balanced, and measured. Evaluation method that used are project evaluation and programme evaluation. Evaluation aspect of strategic implementation classified into four perspectives, namely : (1) people perspective, (2) service process perspective, (3) customer perspective, and (4) profit perspective. The result of the study was expected to be able to give input to Tabanan Local Hospital and Local Government of Tabanan District in implementing strategic management system in hospital in order to increase hospital performance by giving attention toward process arrangement of strategic planningf and making balanced scorecard as the core of strategic planning.
