Studi kasus implementasi total quality management di RSUD Banyumas

Latar belakanq: Sejak tahun 1994 RSUD Banyumas yang berkapasitas tempat tidur 240, BOR > 90% dan memiliki 368 karyawan telah mengimplementasikxm TQM. Sejak tahun 1995 terjadi peningkatan kunjungan rawat jalan dan rawat inap yang signifikan, peningkatan pendapatan fungsional RS, tingkat kepuasan yang tinggi sebagian besw pasien yang pernah dirawat, dsb. Hal ini tidak terjadi pada nunah sakit lain yang juga menerqkan TQM. Mengapa implementasi TQM di MUD Banyumas berhasil dalam meningkatkan kuaiitas pelqanan ? Tuiuan: Untuk mengetahui hubungan dan kekuatan hubungan antara komitmen tim dengan pemberdayaan tim, pendidikan dan pelatihan mutu, kerjasarna tim, dan kinerja tin Untuk mendeslaipsikan =tor-Wor lain yang mempengaruhi kinerja tim organisasi, mendeskripsikan key success factors dan faktor-faktor penghambat pada tim-tim mutu dalam upaya peningkatan kinerja organisasi di RSUD Banyumas. Metode: Penelitian ini merupakan penelitian studi kasus dengan pengumpulan data kuantitatif dan kualitatif: Alat penelitian &ah kuesioner terdiri dari 58 item pertanyam dengan skala Likert, diisi oleh 186 responden dengan unit analisis tim ( ~ 3 0 )Pe. n gumpulan data kualitatif menggunakan pedoman wawancara semi terbuka kepada 7 responden, observasi dan studi dokumentasi. Analisis menggunakan bivan'ate comZation, partid cordafion dan regresi linear ganda (kuantitatd), serta logika penjodohan pola (kualitatrf). Background : TQM has been implemented since 1994 type B hospital has 240 beds, BOR > 90% and 368 at Banyumas District Hospital. This employees. Significance increase of ambulatory -and hospitalization patients, functional revenue, patient's satisfaction is high, etc since 1995. Unlike in other similar hospitals, TQM was successfully implemented in this hospital. What makes implementation of TQM successfull to increase service quality at Banyumas District Hospital 7 Objective : This study aims to measure the relationship between team commitment and team empowerment, education and training, teamwork, and team performance; to describe Wors affecting team and organization performance; to describe key success factors and factors impeding quality teams to improve organization performance of Banyumas District Hospital. Methods : A case study research using qualitative and quantitative data collection was employed A Likert type questionnaire consisting of 58 questions was distributed to 186 quality teams members. With a response rate of 88.57%, 186 respondens fi-om 30 quality teams as the unit of analysis replied. Seven indepth interviews were then carried out and relevant documents were retrieved. Bivariate correlation, partial correlation, multivariate linear regression and pattern pairing logic were used in the analysis. Result and Discussion : A moderate significance correlation (14.4025, p<0.05) was found between team commitment and education and training. Similarly, between teamwork and team performance (~0.4024~, 0 . 0 5 )F. r om the multivariate linear regression, the coefficient correlation (R) was 0.742 with R2=0.55 (55%) and teamwork was the only important variable fi-om the regression model. The qualitative study revealed other factors aecting team and organization performance, such as organization culture, cross-functional structure, two-ways communication direction among the staf€ (batton-up and top-down), a proper and timely feed back, reward and punishment system, stag discipline, and policy. The key success fadors were good communication fi-om the management and professional staff; support %om the local goverment, receptive to change, clear organization structure, improvement of competence, reward and punishment and good feed back However, obstacles wem also faced, such as failure of new staff to adapt, and less fiequently, communication among staff and training motivation. Conclusion and Recommendation : In conclusion, a moderate significance correlation was found between team commitment and education and training, and also between team performance and teamwork. Factors such as organization culture, reward and recognition and punishment, communication, disciplinary action and policy fleeted team and organization performance. To improve team communication, team and organization performance, it is recommended that the hospital improves quality of training and teamwork
