DARI RUMAH PENJARA MENJADI IBU KOTA KABUPATEN: SEJARAH KOTA TANAH MERAH DI BOVEN DIGOEL, 1927-2003

Penelitian ini bertujuan mengkaji proses terbentuknya kota Tanah Merah di Boven Digoel. Perubahan dan perkembangannya. Kemudian mencari benang merah untuk menentukan identitas kota Tanah Merah. Penelitian yang berfokus pada periode 1927-2003 ini menggunakan proses heuristik yakni dilakukan dengan dua cara yaitu penggunaan sumber tertulis dan wawancara. Hasil temuan penelitian ini pertama proses terbentuknya kota Tanah Merah di Boven Digoel berawal dari kamp penjara Tahanan politik. Diawali dengan menyiapkan tempat atau ruang kemudian menghadirkan penduduk, setelahnya aktifitas pembangunan fisik dilakukan oleh koloninya. Kedua, wilayah Tanah Merah mengalami pasang surut perkembangan dan perubahan fisik maupun non fisik dalam berbagai bidang kehidupan dari masa pemerintahan kolonial Belanda sampai pemerintahan Republik Indonesia. Ketiga, sebutan kota penjara adalah tepat untuk identitas kota Tanah Merah di Boven Digoel. Kajian ini menyimpulkan bahwa terbentuknya kota Tanah Merah menekankan teori spacial dimana ruang menjadi pusat aktivitas sosial dan inti kekuasaan; politik, birokratis dan militer yang dijalankan para elit. Tempat yang memiliki kekuatan dan daya untuk menarik aktifitas sosial lain di luarnya. Tanah Merah sebagai ruang, rumah maupun perkampungan penjara mengalami perubahan dan perkembangan dalam berbagai bidang kehidupan. Kota Penjara adalah identitas kota Tanah Merah di Boven Digoel.

The study aimed at investigating the process of establishing Tanah Merah City in Boven Digoel and its change and development. Subsequently, it looked for the characteristics of the city in order to determine its identity. It focused on the period of 1927-2003 and used heuristic process with written source and interview. The results of the study were first the process of establishing Tanah Mera City in Boven Digoel began in the prison for political prisoners. It began with the preparation of space and put people in the space and then the physical development activity was organized by its colony. Second, the territory of the Tanah Merah experienced up and down in its both physical and non-physical developments in various areas of life from Dutch colonial government to the government of the Republic of Indonesia. Third, the name of Prison City was appropriate for the identity of the Tanah Merah City in Boven Digoel. The study concluded that the establishment of Tanah Mera City put the emphasis on the spacial theory in which space became social activity center and the center of political, bureaucratical and military powers under the control of elites. The place had the power to attract other external social activites. Tanah Merah as the space, the hause and the prison village experienced changes and development in various areas of life. The Prison City was the identity of Tanah Merah City in Boven Digoel.
