TRANSFORMASI STRUKTUR PEREKONOMIAN PROVINSI RIAU 1990-2010 (ANALISIS INPUT-OUTPUT)

Penelitian ini bertujuan untuk: 1) menganalisis perkembangan perubahan peran sektoral berdasarkan kontribusi terhadap pembentukan output, permintaan akhir, nilai tambah bruto, dan angka pengganda (output, pendapatan, dan kesempatan kerja); 2) mengidentifikasi dan menganalisa dinamika sektor kunci dalam proses transformasi struktural perekonomian Provinsi Riau; 3) menganalisis perubahan struktur perekonomian (economic landscape); 4). menganalisis dampak ekstraksi sektor minyak bumi dan gas (migas) terhadap perekonomian Provinsi Riau; dan 5) mengevaluasi dan merumuskan kebijakan sektoral perekonomian Provinsi Riau berdasarkan pola perubahan struktur perekonomian. Penelitian ini menggunakan pendekatan input-output, yaitu dengan mengagregasi tabel input-output Provinsi Riau tahun 1990, 2001, dan 2010 kedalam matriks 25 x 25 sektor. Besarnya angka pengganda pada tiap-tiap sektor dihitung menggunakan metoda multiplier analysis. Sektor kunci (key sector) perekonomian diidentifikasi menggunakan analisis keterkaitan antarsektor, yaitu dengan mengkombinasikan metoda Rasmussen/Hirschman dan Pure Linkage. Perubahan struktur ekonomi dianalisis menggunakan metoda yang disebut multiplier product matrix (MPM) yang dapat menggambarkan perubahan economic landscape suatu perekonomian. Kemudian simulasi dampak ekstraksi sektor minyak bumi terhadap perekonomian dianalisis menggunakan metoda hypothetical extraction method (HEM). Hasil penelitian menunjukkan bahwa telah terjadi perubahan kontribusi sektoral yang cukup mendasar yang dilihat dari perubahan besarnya kontribusi output, permintaan akhir, nilai tambah bruto dan besarnya angka pengganda sepanjang periode 1990-2010. Berdasarkan analisis sektor kunci dan MPM telihat pergeseran sektoral yang ditandai oleh perubahan sektor kunci maupun peranan sektoral dalam perekonomian Provinsi Riau, yaitu sektor industri yang berbasis padat teknologi (industri kimia; industri mesin dan elektronika; dan industri lainnya) mengalami penurunan peranan dan digantikan oleh sektor-sektor berbasis agroindustri (tanaman pangan; kelapa sawit; kehutanan; industri makanan, minuman, dan tembakau; serta industri pulp dan kertas). Sementara berdasarkan simulasi dampak ekstrasi minyak bumi memberikan dampak hilangnya total nilai keterkaitan sebesar 108,944 triliun rupiah. Berdasarkan analisis kebijakan sektoral, perekonomian Provinsi Riau sebaiknya diarahkan sebagai Pusat Agroindustri, sebagai Pusat Agribisnis, dan sebagai Pusat Perdagangan dan Distribusi.

The objectives of this study are: 1) to analyze the changing role of sector development based on its contribution to output formation, final demand, gross value added, and multiplier (output, income and employment opportunity); 2) to identify and analyze the key sectors dynamic of structural transformation process in Riau Province’s economy; 3) to analyze the changing economy structure (economic landscape); 4) to analyze the impact of petroleum and gasses extractions to Riau Province’s economy; 5) to evaluate and formulate the policy sectors of Riau Province’s economy based on their changing role. This study uses input-output approach, which is to aggregate input-output tables (1990, 2001 and 2010) of Riau Province into 25 x 25 matrix sector. The magnitude of multiplier is calculated using the multiplier analysis in each sector. The key economic sector is identified using analysis of linkage between sectors which combine the Rasmussen/Hirschman method with pure linkage. The changing economy structure is analyzed using multiplier product matrix (MPM) method which describes the economic landscape of economy. Further, the simulation impact of petroleum extraction to economy is analyzed using hypothetical extraction method (HEM). Results of the study show that a contribution sector is significant change. It could see from the changing contribution of their output, final demand, gross value added and magnitude of multiplier from 1990 to 2010. The analysis of key sectors and MPM show that the key sector and the role sector in Riau Province’s economy is shift. That is the intensive technology industry based (chemical; machinery and electronics; and other industries) is decreased their role and it replaced by agro industry sectors based (food crops; oil palm; forestry; food industry, beverage, and tobacco; also pulp and paper industry). In the meantime, the simulation impact of petroleum extraction gives description that the total amount about Rp. 108,944 billion is loss as the impact. Based on the policy sector analysis, Riau Province’s economy should be directed as The Center of Agro- Industry, The Center of Agribusiness, also as The Center of Trading and Distribution.
