EVALUASI IMPLEMENTASI LAYANAN UNGGULAN DIGITAL GOVERNMENT SERVICES BIDANG PENDIDIKAN PROVINSI DIY TAHUN 2004-2012

Digital Government Services bidang pendidikan merupakan bentuk pelayanan publik untuk memberikan kesempatan kepada seluruh lapisan masyarakat dalam proses pembelajaran untuk lebih banyak “belajar tentang” dari pada “belajar menjadi”. Melalui portal pembelajaran DIY Learning Gateway fungsi guru berubah dari pengajar menjadi mitra dalam pembelajaran, siswa belajar dalam kelompok berdiskusi, bekerjasama dan bertanggungjawab atas tujuan belajarnya sendiri. Penelitian ini bertujuan mendapatkan gambaran tentang implementasi layanan unggulan Digital Government Services bidang pendidikan Provinsi DIY. Penelitian ini merupakan penelitian kualitatif dengan rancangan studi kasus yang melibatkan pejabat Dinas Pendidikan Provinsi DIY, Unit Pelaksana Teknis, guru dan pengusaha jasa internet melalui wawancara mendalam (in depth interview). Dari hasil penelitian, diketahui bahwa e-leadership belum dimiliki secara merata oleh seluruh jajaran pimpinan pada semua level. Dari aspek infrastruktur, terlihat bahwa kemampuan Pemerintah Provinsi DIY masih relatif rendah. Pengalokasian anggaran dari APBD yang masih belum komprehensif dan belum berkesinambungan menyebabkan terhambatnya penyediaan infrastruktur berupa laboratorium komputer bagi sekolah-sekolah di Provinsi DIY. Adapun kendala-kendala yang dihadapi dalam implementasi layanan unggulan DGS pada bidang pendidikan Provinsi DIY, adalah pesimisme dari sebagian pejabat,rendahnya kompetensi SDM guru. Berangkat dari hasil penelitian tersebut, direkomendasikan untuk: memperkuat eleadership, memberikan pelatihan yang aplikatif bagi para guru.

Education services in the content of DGS is one of public service to give an opportunity to all levels of society in the process of learning for more \"learned\" than the \"learning to be\". Through the learning portal of DIY’s Learning Gateway the teacher role is changed from teacher to teacher partners in learning. Students work in groups discussions, cooperate and take responsibility for their own learning goals. The aim of this research is to get an actual description the implementation of education services in the context of Digital Government Services at the Education department of DIY Province. This research is a qualitative research with case studies which involve of official, teachers, technical implementing unit, and owners of internet cafe through in depth interview. From the research, it is known that e-leadership is not owned equally by all levels of leadership at all levels. Of the infrastructure, it appears that the ability of the Provincial Government of DIY is still relatively low. Budget allocation from the budget is still not comprehensive and sustainable yet impede the provision of infrastructure such as computer labs for schools in Yogyakarta. The obstacles encountered in the implementation of leading service to the field of education DGS DIY’s Province, is the pessimism of some officials, the low HR competencies of teachers. Departing from the results of these studies, it is recommended to: strengthen the eleadership, providing applicable training for teachers.
