ANALISIS FAKTOR- FAKTOR YANG MEMPENGARUHI PEMBANGUNAN MANUSIA DI PROVINSI DKI JAKARTA , 2006-2011

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi pembangunan manusia. Subjek penelitian ini adalah enam kabupaten/kota admnistrasi di Provinsi DKI Jakarta, tahun pengamatan 2006- 2011. Data yang digunakan adalah data sekunder yaitu Indeks Pembangunan Manusia (IPM), pertumbuhan ekonomi, belanja pemerintah di bidang pendidikan, belanja pemerintah di bidang kesehatan, jumlah tenaga kesehatan dan tingkat pengangguran. Alat analisis yang digunakan untuk mengetahui faktor-faktor yang mempengaruhi pembangunan manusia di Provinsi DKI Jakarta adalah regresi data panel. Teknik estimasi regresi data panel yang digunakan adalah common effect model (CEM). Hasil penelitian menemukan bahwa tidak terdapat pengaruh variabel pertumbuhan ekonomi terhadap IPM (probabilitas 0,2932). Terdapat pengaruh yang positif dan signifikan variabel belanja pemerintah di bidang pendidikan terhadap IPM (probabilitas 0,0000). Terdapat pengaruh yang positif dan signifikan variabel belanja pemerintah di bidang kesehatan terhadap IPM (probabilitas 0,0003). Terdapat pengaruh yang positif dan signifikan variabel jumlah tenaga kesehatan terhadap IPM (probabilitas 0,0114). Terdapat pengaruh yang negatif dan signifikan variabel tingkat pengangguran terhadap IPM (probabilitas 0,0126). Koefisien determinasi yang ditunjukkan oleh R-square sebesar 0,979 mengindikasikan bahwa variasi variabel independen dalam model mampu menjelaskan variasi tingkat pencapaian IPM sebesar 97,9 persen, sisanya sebesar 2,10 persen dijelaskan oleh variabel lain di luar model.

This study aims to analyze the factors that influence human development. The subjects were six District/Municipal reasonable legal in Jakarta, years of observation 2006-2011. The data used are secondary data, namely the Human Development Index (HDI), economic growth, government spending in the education sector, government spending in the health sector, the number of health workers and the unemployment rate. Analysis instrument is used to determine the factors that influence human development in Jakarta is the panel data regression. Panel data regression estimation technique that used is a common effect model (CEM). The research found that there is no effect of economic growth variable to the HDI (probability 0,2932). There is a positive and significant of government spending in the education sector variable to the HDI (probability 0,0000). There is a positive and significant effect of government spending in the health sector variable to the HDI (probability 0,0003). There is a positive and significant effect of the number of health workers variable to the HDI (probability 0,0114). There is a negative and significant effect of unemployment rate variable to the HDI (probability 0,0126). The coefficient of determination shown by the R-square of 0,979 indicates that the variation of the independent variables in the model can explain the variation in HDI level of 97,9 percent, the remaining 2,10 percent is explained by other variables out of the model.
