ANALISIS SISTEM DAN BIAYA PEMELIHARAAN ASET ALAT-ALAT MEDIS RUMAH SAKIT (STUDI PADA RUMAH SAKIT UMUM DAERAH PROF. DR. W.Z.YOHANES – KUPANG )

Riset ini bertujuan untuk menganalisis sistem pemeliharaan aset alat medis dan mengidentifikasi faktor-faktor yang mempengaruhi biaya pemeliharaan aset alat-alat medis RSUD Prof. Dr. W.Z.Yohanes Kupang. Untuk mengukur keakuratan kuesioner dalam menganalisis sistem pemeliharaan menggunakan skala likert, uji validitas dan reliabilitas dengan memakai dua alat analisis yakni Importance Performance Analysis (IPA) dan SWOT Analysis. Untuk mengidentifikasi faktor-faktor yang mempengaruhi biaya pemeliharan menggunakan analisis regresi data panel dari 18 (delapan belas) aset alat-alat medis di RSUD Prof .Dr. W.Z.Yohanes – Kupang dari tahun 2007 sampai dengan 2011 dengan metode Random effect, di mana dependen variabelnya adalah biaya pemeliharaan alat-alat medis RSUD sedangkan independen variabel mencakup umur efektif alat medis, frekwensi pemakaian alat medis, frekwensi kalibrasi alat medis dan pelatihan operator. Hasil analisis sistem pemeliharaan aset alat-alat medis RSUD diperoleh kesimpulan sebagai berikut. 1. Impotance performance analysis digambarkan berada pada kuadran I dengan hasil uji per variabel menunjukan bahwa kelengkapan SOP, tanggapan informasi terbaru dan terlengkap mengenai aset alat-alat medis yang digunakan, keyakinan terhadap pemeriksaan /evaluasi, pemeliharaan, pemanfaatan mengenai kondisi aset alat-alat medis merupakan faktor yang penting namun kinerjanya belum dilaksanakan dengan baik. Kuadran II antara lain meliputi suasana kekeluargaan antara karyawan dan pihak manajemen, tanggung jawab yang jelas terhadap pengoperasian unit pemeliharaan aset alat-alat medis dan tanggapan usulan anggaran pemeliharaan termasuk sangat penting dan sudah sangat memuaskan kinerjanya; 2. berdasarkan analisa SWOT sistem pemeliharaan aset alat-alat medis RSUD Prof. Dr. W.Z.Yohanes Kupang merupakan situasi yang sangat menguntungkan, dimana organisasi memiliki peluang dan kekuatan sehingga dapat memanfaatkan peluang yang ada. Strategi yang harus diterapkan adalah mendukung kebijakan pertumbuhan yang agresif (strategi SO atau strategi kekuatan – peluang). Hasil Analisis dengan menggunakan data panel menunjukan bahwa variabel umur efektif alat medis mempunyai pengaruh positif dan signifikan terhadap biaya pemeliharaan aset alat-alat medis. Adapun variabel frekwensi pemakaian alat medis, frekwensi kalibrasi alat medis dan pelatihan operator alat medis tidak berpengaruh terhadap biaya pemeliharaan aset alat-alat medis.

The research aims to analyze the maintenance systems of asset and medical instruments and identify several factors affecting the maintenance cost of medical devices asset in RSUD Prof Dr. W. Z. Yohanes in-Kupang. Thus, in measuring the accuracy of questionnaire in analyzing maintenance system, it employs Likert scale, validity and reliability test by using two analysis tools, Importance Performance Analysis (IPA) and SWOT Analysis. In order to identify, moreover, several factors affecting the maintenance cost, it utilizes analysis of panel data regression of 18 (eighteen) medical devices asset in RSUD Prof. Dr. W. Z. Yohanes – Kupang starting 2007 to 2011 by conducting random effects method, whereas the dependent variable is the maintenance cost of medical devices in RSUD Prof. Dr. W. Z. Yohanes – Kupang, while the independent variables comprises the effective age of medical devices, frequency of medical devices usages, calibration frequency of medical instruments and operator training as well. The analysis finding of asset maintenance systems of medical devices in RSUD shows the following conclusions. 1. Importance performance analysis is depicted in first quadrant (I), which the result of a variable test showed the completeness of SOP, the recent response of the latest and most comprehensive information about the assets of medical devices being used, faith in the inspection/evaluation, maintenance, and the asset utilization over the condition of medical devices is significant factor, but the performance has not been properly implemented. Hence, the second quadrant (II) includes a harmonious working atmosphere among employees and management, clear responsibility of asset maintenance in operating unit of medical devices and response toward proposal draft of maintenance budget are very important and satisfying performance, 2. According to SWOT analysis over asset maintenance systems of medical instruments in RSUD Prof. Dr. W. Z. Yohanes – Kupang, it depicts a highly favorable situation, where the organization has the opportunity and strength; therefore, they can take advantage of existing opportunities. The strategy necessary to apply is to boast aggressive growth policy (SO strategy or strength - chances strategy). The analysis result by using panel data shows that the variable of effective medical devices age has a significant and positive effect on asset maintenance costs of medical devices. Therefore, the variable of frequency of medical devices usage, calibration frequency of medical instruments and medical equipment operator training has given no effect on the asset maintenance cost of medical instruments.
