PENGARUH KINERJA OPERASIONAL DAN PEMELIHARAAN JALAN TERHADAP PERTUMBUHAN EKONOMI MASYARAKAT DI KABUPATEN SEKADAU

Pertumbuhan ekonomi sering dikaitkan dengan keterbukaan suatu wilayah terhadap interaksi dengan dunia luar. Interaksi tersebut memerlukan investasi yang dapat menunjang peran aksesibilitas dan mobiltas, baik secara intern wilayah maupun dengan wilayah sekitar. Salah satu investasi yang dibutuhkan adalah infrastruktur jalan, di mana jalan merupakan urat nadi dari segala kelancaran aktivitas baik ekonomi, sosial dan budaya. Lancarnya berbagai kegiatan tersebut diharapkan mampu membawa nilai manfaat terhadap pertumbuhan ekonomi wilayah. Tujuan dari penelitian ini adalah: (1) mengetahui bagaimana kinerja operasional; (2) mengestimasi pengaruh kinerja operasional jalan dan pemeliharaan terhadap pertumbuhan ekonomi (3) mendapatkan indikator kinerja operasional jalan yang paling berpengaruh dalam meningkatkan pertumbuhan ekonomi. Adapun variabel dalam penelitian ini adalah kinerja operasional yang terdiri atas 3 (tiga) indikator yaitu ketersediaan jalan, kinerja jalan, dan pelayanan jalan, kemudian variabel pemeliharaan jalan dan tenaga kerja. Hasil yang diperoleh adalah kondisi ketersediaan dan pelayanan berada pada rasio yang sangat kecil sedangkan rasio kinerja jalan pada kategori sedang. Varibel ketersediaan jalan, pelayanan jalan, dan tenaga kerja berpengaruh positif terhadap pertumbuhan ekonomi, sedangkan pemeliharaan jalan berpengaruh negatif dan rasio kinerja jalan tidak memberikan pengaruh. Diantara kelima variabel tersebut ketersediaan jalan dan pelayanan jalan memberikan pengaruh paling besar.

Economic growth is often associated with the openness of a region of the interaction with the outside world. Such interactions require investment to support the role of accessibility and mobility, both internally and with the region surrounding areas. One of the investments needed are roads, which is the artery of any fluency activities in economic, social and culture. Smoothness of these activities is expected to bring the value of benefits to local economic growth. The purpose of this study were: (1) to know how the roads operational performance, (2) to estimate the effect of the roads operational performance and the maintenance for economic growth (3) to obtain the roads operational performance indicators of the most influential in economic growth. The variables in this study were the roads operational performance consists of 3 (three) indicators, namely the road availability, road performance, and road serviceability, then the variable road maintenance and labor. The result of this research is the road availability and road serviceability are at a very small ratio while the ratio of the road performance in the medium category. Road availability, road serviceability and labor are giving a positive significant effect on economic growth, while the road maintenance is negative impact of and road performance ratio is no effect. Among the five variables are the road availability and road serviceability provide the most impact.
