FAKTOR-FAKTOR YANG MEMPENGARUHI PERTUMBUHAN EKONOMI KABUPATEN/KOTA DI PROVINSI ACEH, 2001-2010

Penelitian ini bertujuan untuk menganalisis pengaruh Dana Alokasi Umum (DAK), Dana Alokasi Khusus (DAK), Dana Bagi Hasil (DBH), Pendapatan Asli Daerah (PAD) dan jumlah penduduk terhadap pertumbuhan ekonomi kabupaten/kota di Provinsi Aceh, serta mengidentifikasi, faktor manakah dari faktor-faktor tersebut di atas yang mempunyai pengaruh terbesar terhadap pertumbuhan ekonomi di Provinsi Aceh untuk kurun waktu tahun 2001-2010. Data yang digunakan dalam penelitian ini adalah data sekunder dari 10 kabupaten/kota di Provinsi Aceh yaitu mulai tahun 2001 sampai tahun 2010 dengan menggunakan analisis regresi data panel. Adapun data sekunder meliputi : data PDRB atas dasar harga konstan (tahun dasar 2000), data DAU, DAK, DBH, PAD dan data jumlah penduduk. Penelitian ini menggunakan data panel, yaitu gabungan antara data time series dan data cross section. Model diestimasi dengan regresi data panel dan dilakukan uji spesifikasi model untuk memperoleh model yang terbaik dan uji asumsi klasik. Hasil penelitian menunjukkan variabel Dana Alokasi Khusus, Pendapatan Asli Daerah dan jumlah penduduk berpengaruh positif dan signifikan mempengaruhi pertumbuhan ekonomi kabupaten/kota di Provinsi Aceh periode 2001-2010. Variabel Dana Alokasi Umum berpengaruh negatif dan signifikan terhadap pertumbuhan ekonomi. Variabel Dana Bagi Hasil tidak berpengaruh signifikan terhadap pertumbuhan ekonomi kabupaten/kota. Faktor yang mempunyai pengaruh terbesar terhadap pertumbuhan ekonomi adalah jumlah penduduk.

This study aims to analyze the influence of the General Allocation Fund (DAK), the Special Allocation Fund (DAK), Revenue Sharing (DBH), Local Own Revenue (PAD) dan population of economic growth in the district / city in the province Aceh, as well as identify the factors, which of the factors mentioned above that have the greatest influence on economic growth in the province of Aceh for the period 2001-2010. The data used in this study is secondary data from 10 counties / cities in the province of Aceh starting in 2001 until the year 2010 using regression analysis of panel data. The secondary data include: data of GDP at constant prices (base year 2000), DAU data, DAK data, DBH data, PAD data, and population. This study uses panel data, which is a combination of time series data and cross section data. The model estimated with panel data regression model specifications and tested to obtain the best model and test the classical assumptions. The results showed variable the Special Allocation Fund (DAK), Local Own Revenue (PAD), and the population has positive and significant impact economic growth districts/cities in Aceh province the period 2001-2010. While variable the General Allocation Fund (DAU) has negative and significant impact economic growth districts/cities in Aceh province the period 2001-2010. Sharing revenue variables no significant effect on economic growth districts/ cities. Factors that have the greatest influence on economic growth is the number of population.
