IMPACT OF THE IMPLEMENTATION LOOP LINE SYSTEM INTO CREATING AN INTEGRATED PUBLIC TRANSPORT (A Case Study of Jabodetabek Area)

In an effort to support the mobility of society in Jabodetabek area, there are provided several public transport services. One of it is KRL Jabodetabek that operated by PT. KCJ. However, public transport service that provided is assessed still low. So that makes people prefer using private vehicles to do their activity. It leads to congestion, pollution, and other social dilemma in Jakarta and surrounding city (Bodetabek). This problem has become a classic problem in big cities with a mass rapid transit that has not been well integrated. Hence, currently PT. KCJ has applying loop line system to attract people to use public transport. Nevertheless, there are some issues related to the implementation loop line system. Therefore, the researcher tries to explore and analyze about the impact of implementation loop line systems into creating an integrated public transport in Jabodetabek area and the application of several theoretical approaches (service innovation, value creation and value network) in commuter railway. In this thesis, researcher use qualitative approach. Further, to obtain the data, researcher conducted questionnaire survey and in-depth interview. Based on the analysis results 69% users still depend on the railway mode, it means railway still becomes the pre-eminent as a mode of mass public transportation. By applying this system is making the resources become well integrated, it can simplify the operation pattern, increase the network capacity and train capacity/day, reducing the overlapping, reduce the intersection, reduce train headway. Nevertheless, there is still much to be improved, such as: level crossings, emplacement, electrical and signaling system. Further, for rolling stock is needed to add more trains, because at present the number of trains still limited and condition of existing train already old. Then related to creating an integrated public transport, there are some opportunities: close physical location (station and shelter), the use of electronic ticketing, and parking area close to the station and shelter (for park and ride system). There are some barriers to implementing the integrated public transport: lack of devolution and local control, fragmented ownership, limited incentives, funding constraints, etc. To overcome the barriers, there are some tools that could do: Integrated Transport Authorities, Integration contract, etc. Finally, all actors in public transport should work together and develop the innovation to fix the problem and improve the service, so all parties will get the benefit.
