PERANLEMBAGA KESWADAYAAN MASYARAKAT DALAM MEMBANGUN PARTISIPASI WARGA (Studi Kasus di Kelurahan Sidoharjo Kecamatan Pacitan

Penelitian ini dimaksudkan untuk memahami upaya penerapan, partisipasi dan penguatan masyarakat sipil di komunitas lokal.Pembahasan diangkat dari praktik partisipasi yang terjadi pada Lembaga Keswadayaan Masyarakat (LKM) Bhakti Mulia di Kelurahan Sidoharjo, Kecamatan Pacitan Kabupaten Pacitan. Melalui pembahasan atas praktik tersebut akan diperlihatkan mengenai keberagaman gagasan dan pemikiran seluruh pihak yang berkepentingan mulai dari tahap tatap muka (komunikasi) untuk memutuskan sesuatu, tahap pelaksanaan keputusan bersama di lapangan sampai pada tahap penyelenggaraan pengawasan yang melibatkan seluruh komponen warga. Pada tulisan ini diuraikan terlebih dahulu konteks permasalahan yang lebih luas yang terkait dengan gagasan partisipasi.Hal ini tidak dapat kita lepaskan dari pemikiran para pakar tetang gagasan partisipasi secara konseptual, menyangkut partisipasi dalam bidang politik, sosial maupun ekonomi. Dari pemaparan gagasan partisipasi akan kita temukan gagasan partisipasi dalam pengertian lama sampai pada definisi partisipasi terkini yang lebih kritis. Dari gagasan ideal tetang partisipasi ditemukan praktik teknis dalam masyarakat yang kami jadikan sebagai indikatorindikator dari paraktek partisipasi, diantaranya; adanya ruang tatap muka, dialog, serta forum yang memungkinkan setiap individu maupun institusi bebas berbicara tanpa ada intimidasi dari pihak lain. Dari adanya komunikasi tersebut dimungkinkan partisipasi berarti keterlibatan secara bebas warga dalam setiap proses pengambilan keputusan. Indikator lain yang ditemukan adalah adanya solidaritas sebagai modal keikutsertaan warga secara langsung dalam setiap pelaksanaan di lapangan berdasarkan keikhlasan dan kerelawanan warga, bukan karena ada unsur paksaan, ancaman bahkan karena adanya iming-iming material. Terakhir yang dijadikan indicator adalah terbukanya secara luas akses warga untuk mengetahui kinerja dan pengelolaan lembaga dengan lahirnya penyelengaraan transparansi dan akuntabilitas dari institusi bersangkutan. Sehingga dari indikator terakhir tersebut berimplikasi terhadap definisi gagasan partisipasi yang lebih kritis dan menghargai hak dan martabat warga. Secara singkat, penulis juga memberikan paparan tentang Lembaga Keswadayaan Masyarakat (LKM) yang menurut penulis memiliki keterkaitan dalam mendorong lahirnya partisipasi dari warga.LKM menjadi institusi kepercayaan masyarakat setempat sebagai lembaga aspiratif, demokratis, serta partisipatif berbasiskan nilai komunitas lokal.

This study is intended to understand the application of the democratization efforts, and strengthening civil society participation in the local community. Discussion of the contents removed from participation practices that occur in Lembaga Keswadayaan Masyarakat (LKM) in the Village Sidoharjo Bhakti Mulia, District Pacitan Pacitan. Through discussion of these practices will be demonstrated on the diversity of ideas and thoughts all stakeholders starting from the face to face (communication) to decide something, the implementation phase of a joint decision on the field reached the stage of implementation of oversight involving the entire community. In this paper first described the contexts of the broader issues associated with the idea of participation. This we can not disconnect from the experts thought the idea of participation in the conceptual neighbor, regarding participation in the political, social and economic. Exposure to the idea of participation we will find the idea of participation in the old sense of participation to the current definition is more critical. Neighbor of the ideals of participation found in the technical practices that we use as indicators of paraktek participation, among others; a room face to face, dialogue, as well as forums that allow every individual and institution is free to speak without any intimidation from other parties. Communication is made possible involvement means the participation of citizens freely in any decision-making process. Another indicator that found is the capital of solidarity as a direct participation of citizens in every execution in the field based on sincerity and voluntary citizens, not because there is an element of coercion, threats and even because of the lure of material. And the last is used as an indicator is widely opening the access of citizens to determine the performance and management of the institution with the birth of the provision of transparency and accountability of the institutions concerned. So the last indicator of the implications for the definition of the notion of participation is more critical and respect the rights and dignity of citizens. In short, the authors also provide exposure Lembaga Keswadayaan Masyarakat (LKM), which according to the authors have relevance in promoting the birth of citizen participation. LKM into the local community trust institution as aspirational institutions, democratic, and participatory based local community noble values.
