DINAMIKA KONSENTRASI SPASIAL INDUSTRI KECIL DAN RUMAH TANGGA DI PROVINSI ACEH, 1996-2006

Penelitian ini bertujuan menganalisis lokasi kluster Industri Kecil dan Rumah Tangga (IKRT) di Provinsi Aceh, perubahan struktural pada IKRT dan perbandingan struktur subsektor IKRT antarkabupaten. Dan disaat yang sama penelitian ini menganalisis mengapa IKRT cenderung terkonsentrasi secara geografis di beberapa kluster. Data yang digunakan adalah Data Sensus Ekonomi 1996 dan 2006. Metode penelitian yang digunakan adalah sebagai berikut: 1) Analisis Sistim Informasi Geografis (GIS) digunakan untuk mengidentifikasi kluster IKRT, 2) Analisis Indeks Perubahan Struktural dipakai untuk melihat perubahan struktral pada IKRT, 3) Indeks Divergensi Regional Krugman menjelaskan perbandingan struktur subsektor IKRT antar kabupaten, dan 4) Analisis Diskriminan dipakai untuk menganalisis mengapa IKRT cenderung mengelompok pada kluster industri. Hasil analisis menunjukkan bahwa kluster IKRT mengalami perubahan dari tahun 1996 ke tahun 2006 di mana tahun 1996 berada di Kabupaten Pidie, Aceh Utara, Aceh Barat, Aceh Timur dan Aceh Tenggara sedangkan tahun 2006 kluster IKRT bergeser ke Kabupaten Aceh Utara, Pidie, Aceh Timur, Aceh Selatan, Aceh Barat dan Aceh Besar. Terdapat perubahan struktural pada IKRT di Provinsi Aceh selama satu dekade (1996-2006). Pada analisis indeks divergensi regional Krugman untuk tahun 1996 menunjukkan bahwa banyak subsektor IKRT yang mengalami spesialisasi antara kabupaten satu dengan kabupaten yang lain sedangkan pada tahun 2006 struktur subsektor IKRT antar kabupaten hampir sama tidak ada yang spesialisasi. Variabel yang membedakan lokasi kluster industri dan non kluster industri adalah tenaga kerja keluarga, umur perusahaan, kemitraan, produktivitas dan upah.

This research aims to analyze the cluster location of Small and Household Industry (IKRT) in the Province of Aceh, the structural changes in IKRT, and the comparison between the Small and Household Industry subsector's structure and analyze, while analyzing why IKRT tends to be concentrated geographically in some clusters. Data are utilized from the Economic Census Data in 1996 and 2006. Four method used in this research are the following: 1) Geographic Information System (GIS) is utilized to identify the cluster of IKRT, 2) Analysis of Stuctural Change Index is used to see the change in IKRT structure, 3) Krugman Regional Divergence Index is employed to analyze the comparison the structure of the sub-sector of Small and Household Industry between districts and finally discriminant analysis is utilized to analyze why IKRT tends to group in industrial clusters. The analysis shows that the IKRT cluster had changed from 1996 to 2006 where in 1996 it was located in Pidie, North Aceh, West Aceh, East Aceh and Southeast Aceh, while in 2006 the IKRT cluster shifted to North Aceh, Pidie, East Aceh, South Aceh, West Aceh and Aceh Besar. There is a structural change in IKRT in the Aceh Province during a decade (1996-2006). Krugman analysis of regional divergence index for 1996 reveals that many Small and Household Industry sub-sector were experiencing the specialization between one district to another, while in 2006 the structure of Small and Household Industry subsector between districts was almost no specialization. Variables that distinguish the location of industrial and no industrial cluster are a labor of family, firm age, partnership, productivity and wages.
